<span style="font-family: inherit;">読売新聞(<span lang="EN-US">2016/12/19</span>夕刊)の記事で本書を知り、さっそく読んでみた。著者は社会学者で、河上<span lang="EN-US">(1916)</span>に倣い、現代日本の貧困の「現状」「原因」「対策」をそれぞれ論じている。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">総じて読み易く、所得分布や意識調査といった証拠を示し、関連する理論を解説し、<span lang="EN-US">100</span>年前の河上の問題意識に接近しているのが本書の特徴である。もちろん河上を読まなくても、理解できる。貧困問題を考える「たたき台」として手に取って頂きたい。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">近年、貧困と所得格差の問題は世界的に<span lang="EN-US">Piketty(2014) </span>や<span lang="EN-US">Atkinson(2015)</span>、日本では橘木<span lang="EN-US">(1998)</span>や、佐藤<span lang="EN-US">(2000)</span>、大竹<span lang="EN-US">(2005)</span>が火付け役と言っていいだろう。彼らは現代の貧困や格差を実証的に論じている。<span lang="EN-US">Piketty</span>は世界的に格差が拡大していることを膨大な統計と文献で論証し、<span lang="EN-US">Atkinson</span>は貧困と格差問題への対策を提言している。橘木は日本で所得格差が拡大していることをジニ係数(<span lang="EN-US">0</span>が完全平等、<span lang="EN-US">1</span>が完全不平等となる統計指標)で示し、大竹は橘木の所得計測に疑問を呈した。これが後に、「橘木・大竹論争」に発展した。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">始めに、そもそも「貧困」とはどのような状態か。ラウントリー・タウンゼントの「絶対的」「相対的」貧困を踏まえ、「(世帯人員で調整した)等価所得の中央値の半分」という貧困線の定義から貧困率(全人口に占める相対的貧困者の割合)を導き、「貧困リスク」に直面する人々が「女性」「老人」「自営業・非正規」であることを導いている。これらの人々は、橘木・浦川<span lang="EN-US">(2006)</span>にもある通り、低所得・低資産で、経済の変動に対してリスクヘッジ(危険回避)ができない人々である。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">本書では、そういった「貧困リスク」に直面する人々への最低賃金や生活保護制度が日本では十分でないとし、まずはその社会的な認識を高め、充実させるべきだという。また、「貧困と格差」の関係について、「所得格差が拡大すると貧困率が上昇する」という形で明示的に議論している。これは一部の所得が増加することで、貧困線より上にいた人が下に落っこちるからである。さらに、「貧困率(貧困)とジニ係数(格差)」には「正の相関」があることを散布図で示し、「格差の拡大は貧困をもたらす」としているが、日本よりもジニ係数の高い英国では日本よりも貧困率が低いことから、そう断言はできない。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">また、貧困率と平均寿命の相関が紹介され、「重回帰分析」を使って「男性の平均寿命がジニ係数で説明できる」という。大変興味深いが、統計的に有意ではない、また低所得が不健康をもたらすのか、そもそも不健康だから低所得なのか自明ではない中で、この説明式を採用してよいのか疑問である。つまり、「低所得⇒不健康⇒低寿命」というよりも、「不健康⇒低所得+低寿命」という因果関係も考えられうる。もちろん、低所得者は寿命が短いことは他でも知られているが(<span lang="EN-US">WSJ</span>日本版<span lang="EN-US">2014/04/12</span>)、政策対応としては「所得補助」以外にも子供の虫歯治療や稼得者への「健康対策」も必要だろう。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">さらに、格差が深刻化すると経済成長が停滞するという主張は<span lang="EN-US">OECD</span>(経済協力開発機構;本部パリ)が指摘するが、本書で挙げられている散布図では判然としない。例えば<span lang="EN-US">Barro(2000)</span>は同様の課題に挑戦し、「途上国では格差が経済成長を阻害する一方で、先進国では成長をむしろ促進させうる」と結論している。これは、途上国では信用市場が先進国に比べて不十分であるために、投資が十分にできず成長が鈍るからである。本書では、「人的資本」の観点から、格差が拡大し、親の収入が減れば、その子供へ十分な勉学の支援ができず、結果経済成長を阻害しうることを示唆する。これは、読み書きが不十分ならば生産活動に従事できないことからも理解できる。子供の成績や学歴は、子供自身の「能力」よりも、親の「収入」を反映していると言ってよいだろう。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">ただ、そうはいっても「格差是正により経済成長が促進される」というのは誤解だろう。政治学では「所得の平均値」が「所得の中央値」を上回ると、大多数の投票者は「再分配政策」を支持するとしているが、<span lang="EN-US">Prescott(2004)</span>が言うように再分配政策として所得の限界税率を高めると、労働意欲が減り、かえって経済は停滞しうる。また、「格差が進むと犯罪が増える」というのは、自明だと言われようが、本書の性格から、統計が示されずにそう主張してよいか。これについて何らかの統計を示すべきである。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">次に、「貧困」の原因として、本書では「経済のグローバル化」、「労働の非正規化」、「人口の高齢化」などを挙げているが、特に政府による所得再分配政策の不備を指摘しているのが本書の主張だろう。日本では80年代以降所得税の恒久減税が行われ、最高税率が段階的に引き下げられ、「シャウプ勧告」以来の「直間比率の是正」と称して「消費税」が導入された(読売新聞<span lang="EN-US">2015/10/24</span>)。貧困層に「逆進的(低所得ほど税負担が大きくなる)」な税制が盛り込まれたのだ。ここから、政府が「貧困を助長した」とも見えるが、大竹・小原<span lang="EN-US">(2005)</span>が指摘するように、生涯年収<span lang="EN-US">1</span>億円の人の方が、年収<span lang="EN-US">4,000</span>万円の人よりも当然多く消費するので、前者の方が生涯の消費税負担額は大きくなる。このことから、消費税が逆進的な税制とは必ずしも断言できないが、消費増税は生活必需品への支出額を高めるので、低所得者への手当ては必要である。(十分かどうかは別として、消費税率の引上げによる影響を緩和するため、政府は低所得者に臨時福祉給付金を支給している。)<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">理論として、本書はマルクス、ウェーバー、ローマー・ライトの「階級」理論を挙げ、社会の「階級構造」も「格差」の原因としている。本書は「5つの階級」の収入や政党支持率の違いなど示唆に富む統計を紹介していて、これはおおよそ我々の実感に合うのではないだろうか。また、エンジニアや会計士などの専門技能職の階級に社会変革の期待を寄せている点も興味深い。さらに、河上の「ぜいたく品の禁止」という貧困対策について検討している点も見逃せない。格差が拡大すると、営利目的の生産者は金持ち向けに利益率の高いぜいたく品を販売し、利益率の低い必需品の生産を控える。結果として、生活必需品が不足し、必需品の価格が高騰する。よって貧困層の支出額が多くなる(エンゲル係数が高くなる)。これについて、本書では、「ぜいたく品の禁止」ではなく「貧困層の賃金を増やす」ことで対処できるとし、先の「最低賃金を上げるべき」という主張と重ねている。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">最後に、本書ではいくつか重要かつ具体的な「貧困対策」が論じられている。ここでは、特に「貧困率と生活保護率とを監視する」ことと「大学教育を受けかつ経済的利益を受けている人への課税」という興味深い2点について検討してみたい。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">例えば、貧困率が高い地域で生活保護率が低いとき、生活保護支給を増やすべきか。それによって貧困率を減らせるか。生活保護については、自治体による「水際作戦(受給申請の拒否)」や「不正受給」が世間の話題となっている。「不正受給」の額は生活保護支給額全体の<span lang="EN-US">0.51</span>%とかなり低く、自治体の「水際作戦」が功を奏しているかもしれない。しかし、これ以上に問題なのは、本書でも指摘されているが、必要になればすぐに申請でき、不要となれば廃止手続きをとるなど「弾力的な制度運用」ができていないことだろう。また、受給した年金を申請していない、また金融資産を持っていても所得がないということで貧困層に勘定される可能性もある。これでは、単に貧困率に合わせて保護率を引き上げても、統計上の貧困率が改善しない可能性がある。さらに、生活保護受給者の多くは「高齢者」「母子家庭」であることを考えると、受給者の実態に即した対策が別途必要であるかもしれない。例えば、現在も(要件を満たす必要があるが)高齢者向けに給付金が配られているし、母子家庭でも生活保護の母子加算、または児童手当を拡大する、フードバンク、学習塾の塾代補助など手立てはいくつかあるかもしれない。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">興味深いのは「大学教育を受けかつ経済的利益を受けている人への課税」であるが、概算を試みよう。大学学部進学率(浪人含む)が<span lang="EN-US">51.5</span>%、うち大学院など進学率が<span lang="EN-US">12.2</span>%、就業率(大卒・大学院卒含む)が<span lang="EN-US">72.6</span>%であるから、「大卒・大学院卒かつ就業」した人の割合はおよそ<span lang="EN-US">41.9</span>%(<span lang="EN-US">(0.515+0.515</span>×<span lang="EN-US">0.122)</span>×<span lang="EN-US">0.726</span>)である(文科省<span lang="EN-US">2015</span>年分)。かりに、本書とは違う課税方法だが、平均年収<span lang="EN-US">415</span>万円を超える年収<span lang="EN-US">400</span>万円超の給与所得者(国税庁<span lang="EN-US">2014</span>年分)<span lang="EN-US">1,988</span>万人(全体の<span lang="EN-US">41.8</span>%)全員に月当たり<span lang="EN-US">1</span>万<span lang="EN-US">1</span>千<span lang="EN-US">250</span>円(年間<span lang="EN-US">13.5</span>万円)の定額「大学教育税」を賦課すると、<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">で、<span lang="EN-US">2012</span>年の(独)日本学生支援機構の総事業費(無利子・有利子奨学金事業総額;<span lang="EN-US">1</span>兆<span lang="EN-US">1,263</span>億円)を大体まかなえる。この税金を評価する要諦は、「応能原則(能力に応じた税負担)」だけでなく、「応益原則(受益に応じた税負担)」に適っているかということであるだろう。つまり、年収<span lang="EN-US">400</span>万円以上の大卒・院卒が、同じ年収の高卒よりも<span lang="EN-US">1</span>万円以上の大卒・院卒からの便益を受けているかである。また、本書では、年収の高い大卒・院卒を採用した企業に課税しても良いとしているが、これは「税の帰着」問題として財政学で議論されていることだが、「企業に税金をかける」と「労働者も負担する」ことになるので、結局税金は労働者である大卒・院卒さんが負担することになることも押さえておきたい。<span lang="EN-US"><o:p></o:p></span></span></div>

<span style="font-family: inherit;">最後に、この手の議論でよく出てくるのが「ベーシック・インカム」、つまり国民全員に無条件にお金を配るというもの。これは、例えば平均年収(先の<span lang="EN-US">415</span>万円)の<span lang="EN-US">10</span>%相当(<span lang="EN-US">41.5</span>万円)を年間無条件で受給するには、実際に稼得する年収の<span lang="EN-US">10</span>%相当の課税を要することを念頭に入れておきたい。つまり、年収<span lang="EN-US">300</span>万円の人は年間<span lang="EN-US">30</span>万円相当の所得税に、住民税、年金・健康保険料を支払う義務を要する。当然所得の有無に関わらず支給されるので、所得がない人には無償でお金がもらえ、働いている人は、働いた分のお金から所得税を引いた分、と無償のお金がもらえるので、勤労意欲を阻害しない。が、税負担はかなり大きなものになる。<span lang="EN-US"><o:p></o:p></span></span></div>

now. The author is a prominent economist of Stanford. He writes the
basic principles of Dynamic Programming (DP) used in economic theory
and the parameters used in the following models in this book, and then
issues on health, insurance, labor, risk and government-guaranteed debt
through the lens of DP.<br /><br />I like Chapter 3 on health best of all.
This is based on Hall and Jones(2007), QJE and asks and tackles why the
health spending has been rising in the United States. This is the very
serious issue not only in the US but also in Japan, my lovely and
rapidly aging country.<br />
<br />
The author tells the health spending rises over
time as income grows if the marginal utility of consumption fall
sufficiently rapidly relative to the joy of living an extra year (pp31)
and shows it through the model built by DP. This is highly recommended
for students and policymakers who have a great interest in health issue.<br /><br />I
studied DP as a graduate student and could read this book. It is better to know how to build the dynamic models by DP.

Jones(2007),Q.J.Eを元に、アメリカにおいて「なぜ医療費が増加するのか」という危急の課題に焦点を当てている。近年日本においても社会保障関係費が一般会計基礎的財政収支対象経費のおよそ4割、歳出全体の3割を占めている(2015)。毎年1兆円ずつ増加する社会保障関係費のうち7割を占めているのが年金・医療保険であり、医療費の増加が高齢化進む日本において深刻な課題となっている。<br /><br />従来「技術革新・新薬の登場」が医療費の増加の原因とされてきたが、この論文ではダイナミックプログラミングを用いて、国民所得の増加とともに、消費支出が増える中、医療にかかる限界効用が消費活動の限界効用よりも速く逓減しないために医療への支出が増えることを示している。<br /><br />つまり、寿命を延ばすことにより高い価値を求めるがために医療費が増えるのであり、それは合理的な選択の結果であることを示しているのである。伝統的に寿命が延びることは評価されてきたが、年金や医療費

日本は戦時中原爆研究をやっていた。陸軍の「ニ号研究」、海軍の「F研究」。「二号研究」は理化学研究所が中心となり行われ、予算が乏しく、とん挫したようであるが、私は「F研究」の存在を今回の産経報道(2015.7.26)で初めて知った。<br />
私は、当時の陸海軍は、証拠が乏しいものの、マンハッタン計画と広島への原爆投下を知っていたと考えている。(長崎は当初福岡に落とされる予定だったが、天候不順で長崎に変更になったという経緯があり、これを当時の陸軍が予測できたか分からない)<br />
問題は(1)なぜ日本は原爆研究をやったか、(2)なぜ海軍陸軍別々で研究をやったか、(3)なぜ原爆投下を国民に知らせ、避難させなかったか。広島は、
戦後社会でアメリカを超大国にする大きな儀式だった。さらに、結果として、皮肉にも大きな人体実験を米軍と帝国陸軍合同でやった格好となった。「原爆を持
てば国際社会で優位になれる」と陸軍は読み、実際その後の世界は「核抑止力」により秩序が立てられた。NPT(核不拡散条約)の協議も進んでいない。思え
ば、広島という原体験こそが、皮肉にも核兵器のない社会を遠いおとぎ話にしてしまったかもしれない。<br />

Moreover, as a result, then the Army let USA conduct, rather cooperated
with USA to conduct, a human experimentation in Hiroshima on how an A
bomb destroys the human bodies. <br />
Then the Army might read that
the Imperial Japan would hold power if it had an A bomb, and it is
right; Actually the power balance of the post-war world has been
maintained by such a nuclear deterrence. Reflecting how less progress
NPT (NonProliferation Treaty) is making, I think it is the very
experience of Hiroshima that ironically made real world far away from
the world free from nuclear weapons.</div>
