On Hiroshima 広島ノート

日本は戦時中原爆研究をやっていた。陸軍の「ニ号研究」、海軍の「F研究」。「二号研究」は理化学研究所が中心となり行われ、予算が乏しく、とん挫したようであるが、私は「F研究」の存在を今回の産経報道(2015.7.26)で初めて知った。
私は、当時の陸海軍は、証拠が乏しいものの、マンハッタン計画と広島への原爆投下を知っていたと考えている。(長崎は当初福岡に落とされる予定だったが、天候不順で長崎に変更になったという経緯があり、これを当時の陸軍が予測できたか分からない)
問題は(1)なぜ日本は原爆研究をやったか、(2)なぜ海軍陸軍別々で研究をやったか、(3)なぜ原爆投下を国民に知らせ、避難させなかったか。広島は、 戦後社会でアメリカを超大国にする大きな儀式だった。さらに、結果として、皮肉にも大きな人体実験を米軍と帝国陸軍合同でやった格好となった。「原爆を持 てば国際社会で優位になれる」と陸軍は読み、実際その後の世界は「核抑止力」により秩序が立てられた。NPT(核不拡散条約)の協議も進んでいない。思え ば、広島という原体験こそが、皮肉にも核兵器のない社会を遠いおとぎ話にしてしまったかもしれない。

Then the Imperial Japan had nuclear weapon projects: Ni-Go project conducted by then the Army, F-Go project by then the Navy. These projects are not well informed, first of all, there is few reliable documents about them to consult.
Every year the day of the atomic bombing of Hiroshima is coming on, I am sure that then the Imperial Japan knew the Manhattan Project conducted by then the USA and the date when A bomb would be dropped in Hiroshima, though there's no any more reference that supports it.
My questions are, #1 why did the Imperial Japan try to develop an A bomb?, #2 why didn't then the Army and the Navy cooperate?, #3 why didn't the Navy inform the citizens of Hiroshima of being A bombed and let them run away?
Hiroshima can be said to become a ritual that made USA a political and military hegemony in the post-war world. Moreover, as a result, then the Army let USA conduct, rather cooperated with USA to conduct, a human experimentation in Hiroshima on how an A bomb destroys the human bodies.
Then the Army might read that the Imperial Japan would hold power if it had an A bomb, and it is right; Actually the power balance of the post-war world has been maintained by such a nuclear deterrence. Reflecting how less progress NPT (NonProliferation Treaty) is making, I think it is the very experience of Hiroshima that ironically made real world far away from the world free from nuclear weapons.

自民党・民主党

自民党さんは「カネを増やす」ことだけ考え、民主党さんは「カネをいかに(貧困層に)分けるか」しか考えていない。「カネを増やして分ける」ことが重要ですが、それを言ってる政党さんないです。政治的に難しいんですね、きっと。

Paid In Cash

Earnings don't have to be paid in cash; payment in kind is also fine. One month's worth of rice would be equal to my 3 hours' labor, and the right to have a date with a pretty girl would make me work for 5 hours. Money is a very good device in making the trades smooth, but may not be a good one in making our life happy. Payment in kind can also increase production and employment. To increase income is not only a solution to better life, but to satisfy our everyday life is also important.

男性は自信過剰

女性の給与が男性より低い。これは同じ職業、同じ学歴の男女間にも存在する。男性は女性より2倍自信過剰で、2倍出来高報酬を選ぶからだという。また、女 性の起業家ですら男性のそれよりも23%低い報酬を得ていて、女性はビジネス的な成功より社会貢献を重視、男性より仕事に満足しているという。さらに、男 性の方が長時間労働に従事していることに原因があるともいう。

The Day Of SNS SNSの時代

I cannot help feeling that it is not each individual but major televisions, newspapers, ad agencies, and political and business people that can control the information even though we are in an age of the Social Networking Services (SNS); Something can get labeled as what is convenient for them. The point is what and whom we think we should choose, not what and whom they choose. 

SNSの時代だとは言え、情報は個人でなく、テレビ、新聞、広告代理店、政財界が握っていることを思わずにはいられない。何かが都合よく決めつけられうるのだ。大事なのは、我々が誰を何を選ぶべきかであって、彼らが何を誰を選ぶのではない。

Freedom of Speech on Charlie Hebdo

Nowadays the freedom of speech and press is a little too louder than the freedom of not being insulted.

Milton Friedman of Capitalism and Freedom once said, "My freedom to move my fist must be limited by the proximity of your chin." French cartoonists' fist hit their chin. Their pens cannot help being another way of terrorism. Anyway I do not smile at this type of satire.

Aging Society

Young people are those who want to look adult while old people are those who want to look a little younger. They are usually busy talking around here about how to stay fit and young, which makes me feel that the population is gradually aging.

セックスレス Sexless

セッ クスしてますか。読売新聞夕刊(2015.1.19)によれば、16~49歳の既婚者への調査によると、44.5%が1か月以上セックスしていない。原因 は、労働による疲労(週49時間以上の労働はセックスを減らす)、異性とのコミュニケーションが苦手な人が増加したと言う。自分も含めて、今は皆セックス レスだ。 

When did you have a sex last time? A recent study on married people aged 16-49 living in Japan caught my eye: Of them 44.5% have no sex for more than one month. The reasons are, tiredness from hard work (working more than 49 hours a week lessens sex), and more people dislike communicating with those of the opposite sex. Including me, many people have less sex. So what?

身代金 Ransom

In game theory, there's a question whether to pay ransom to a kidnapper. The official answer is, not to pay. The reason is, if your President or Prime Minister pays ransom to have you released, your neighbors and fellows will forever be targeted by terrorists for the purpose of ransom. But I wonder whether your President paying ransom will risk any other person in your country. For example, displaying kidnappers shot and their hideouts destroyed completely, or becoming unclear whether to pay ransom may not risk any other person's life. At any rate, the Japanese government has to solve the dilemma about their having two hostages released while punishing the Islamic State severely.

「ゲーム理論」では、「誘拐犯に身代金を払うか」という話がある。これには「身代金を払うな」という答えが存在する。いったん身代金を払うと、日本人は身 代金目的で世界中から狙われることになる。しかし、私は身代金を支払って人質を救うことが、将来の日本人の生命を脅かすとは限らないと考えている。例え ば、身代金誘拐の犯人をその場で射殺する、アジトを根絶する、もしくは身代金を支払ったかどうか明らかにしない、などすれば、日本人が狙われるリスクを減 らすことができるかもしれない。いずれにせよ、日本政府は邦人を解放することとイスラム国の実行犯を重刑に処すというジレンマを解かなければならない。

Don't Lose Your Sight

At school belonging to a collective body rather than being an individual, or cooperativeness rather than identity is long taught as of much importance. People generally applaud those belonging to big school and big company. Many scholars and congresspeople are now like full-time workers, and so are ISIL combatants.

The true fighters for poverty, freedom and happiness are quite rare in the world. The truly competent person is not a high-paid one, but one who makes a living with his or her own performance.Your good friends are not those who say just only good things to you, but can criticize you. Those who can tell difficult things are not smart, but can put them into something easy enough for honest children to understand are. Those who can make others enjoy themselves don't have a warm heart, but can enjoy themselves do. Those who are blamed a lot may be trustworthy, rather than those who blame a lot. Don't be part of a swarm. Don't lose sight of yourself.

学校では主体性よりも協調性が重んじられ、個人よりも組織に馴染むことを良しとする。本当の友とは、自分を痛烈に批判する人のこと。誕生日に「おめでとう」なんて言う人じゃない。

いい大学いい会社に勤めていることが褒められる。議員の先生も今や「正社員」感覚。本当の実力者は高給取りじゃなくて芸で食べていける人。小難しいこと ばかり言う人より、小学生にも分かる言葉で言う人がすごい。周りを楽しませる人より、楽しむ人がいい。文句を言う人より言われる人が信頼できる。ある意味 「都合のいい人」が多すぎる。つまらない。

英語 English

日 本では英語は必須科目である。なぜ英語を学ぶのか。英語の教科書には、アメリカ、カナダ、そしてオーストラリア人が登場する。つまり、彼らと会話するた め。つまり、白人社会と交流するためなのだ。自由、民主主義、テロと戦う、それが国際社会。それが常識。日本人は黄色いバナナ。肌は黄、中身は白。黄色の バナナからすると、中東社会が野蛮に見えてくる。テロは中東社会にとっても脅威であるが、それはただバナナになれなかった人の受け皿に過ぎない。

English is a required subject for all the Japanese. Why do they study English? In an English textbook, there are only Caucasian people from the US, Canada and Australia with whom they speak. That is, it's to talk with them. It's to get along with the Caucasian Western society, where freedom, democracy and the fight against terror are all taken for granted. イスラム国への空爆は果たしてイスラム国を撃退させるだろうか。第二次大戦中、当時の日本の帝国陸軍は戦略爆撃(空襲)が国民精神を鍛え上げると言って黙 認していた。シリアのアサド政権もイスラム国を黙認することで、反政府組織や有志連合の弱体化を狙っているかもしれない。空爆は帝国陸軍にとって都合が良 かったように、アサドやイスラム国にとっても都合が良いかもしれない。

Does bombing in Syria wipe out the Islamic States? A Bitter School Day

When I was a student, there was a naughty guy at school who liked fighting. I could have beaten that guy while he was shitting at the bathroom, but I couldn't. If I had, I would have been beaten by his fellows. In addition, he could let no one fight with him by having fought with and won another who also liked fighting. The point is, not to fight is to make buddies and to fight much.

However, it may be possible for you not to fight by not fighting; Actually, that guy beat me and I didn't retaliate because I didn't think I could win him. Since then, he didn't beat me any more. No fight and no weapon sounds ideal and may lead peace, but at the same time that means that you should bear any attack at any time, and that you will be always in a danger of being beaten at any time.

中学生のころ、ケンカの強い奴がいた。ケンカの強い奴はババしてる間に(多くは学校でババしないが、そういう奴は堂々ババする。)金属バットで殴れば片付 く。しかし、そんなことすれば仲間が仕返しに来る。また、ケンカの強い奴は他の奴とケンカして勝率を上げることで、誰もケンカしなくなる。ポイントは、 「ケンカをしないためには、仲間を作り、ケンカする必要がある」のだ。

しかし、ケンカを買わないこともケンカをしないことになるかもしれない。実際、僕は そのケンカの強い奴に殴られた。勝てない事が分かっていたので耐えた(耐えられた)。以降そいつは僕の前から姿を消した。耐え難きを耐え、忍び難きを忍ぶ こと。我慢できればケンカしなくていいが、ボコボコにされるリスクは常にある。

Tie

I think that tie is of no use though I always have it on while working. One midnight I missed the last train and I was at a loss. But soon one cab came to me and took me home. Then the driver said, "if you didn't wear a tie, I wouldn't take you up. The (drunken) men in working clothes are so rude." Certainly whom to take up late night may be fatal for taxi drivers. Tie is one of the things that seem of no use in modern society, but as long as many people judge by appearance it should be a necessary item for men to do good business.

日本は豊か Japan is Wealthy

少子化対策しなきゃ日本は益々停滞する、と言うけど、日本は労働人口(青の折れ線)が減っても、稼ぎであるGDP(赤の折れ線)はむしろ増えている。非正 規社員が増え、格差が拡大し、生活が苦しいと言うが、24時間働かずに済むし、安い賃金でもスマフォでテレビや音楽が楽しめ、パスタ、ワインや寿司が 1000円以内で手に入る。80年代のバブル期の人たちよりはるかに豊かで快適な世界にいるのも事実だ。日本経済に問題は存在しないのではないだろうか。

Many of the Japanese people worry that the less full-time jobs, the larger the income gap between the rich and the poor. But now each of them can enjoy more leisure, music and movie anytime and anywhere with the smartphone, and can have pasta, wine and sushi at less than $10. It was unthinkable in the golden 1980s. Now Japan is so affluent that they might get frustrated. Any problem in the economy? Probably no.

卵巣がん

日本における卵巣癌の発生頻度は人口10万あたり5.7人、陽性率は70-80%。仮に陽性反応が出たとして卵巣がんである確率は0.0133%~0.0228%。アンジーの決断がベストかどうか分からないが、母方の両親が癌で亡くなっている小生には他人事ではない。

教養とは

あらゆることを疑い、あらゆる情報の真偽を自分の目で確認してみること、必ず一次情報に立ち返って自分の頭と足で検証してみること、この健全な批判精神こそが、・・・「教養」というものの本質なのだ。東京大学 石井洋二郎

リーダー

この国に「強力なリーダーが必要だ」という声は依然根強い。そんなリーダー必要か。この国において「天皇」ほど強力なリーダーはいない。この国がちゃんと 安定していることが重要であって、誰が総理かは重要でない。この国が今まで平和なのは実は自由な経済活動でも優秀な官僚でもなく、日米安保と天皇の存在が 大きいように思う。

空堀 Karahori

大阪空堀(からほり)には古い家屋を利用したお店が多い。大型商業店舗の出店を規制する大店法の改正以降、大型ショッピングモールが次々誕生し、全国どこ も同じお店ばかり。大店法の改正は、地域独自の景観を犠牲にする形で、安くていい商品を消費者にもたらした。それゆえ、こういう風景はとても新鮮で心地よ く思ったりする。

There're many shops run in the old houses at Karahori, Osaka. Since the removal of the controls on large retail stores, there have many huge shopping malls appeared all over the country, and we feel like we could see the same stores everywhere. Such deregulation has provided us with cheaper and better-quality goods at the expense of the local landscape. That is why it's fresh and pleasant for me to walk and see such a nostalgic view.

You like Your Hometown?

My hometown is so insular that I don't like it. A couple of days ago I heard someone who once worked in my town saying, "I don't want to go back there,.." I agreed.

The press seem only to focus on the soundness of the local public finance while talking about the local town.

Rather, I feel it better to see how much favorable impression is given by the town. In Osaka the mayor struggles to unite its governmental activities to cut its burden and will take a vote. The problem is not to agree or not, but for such a reform to impress the residents favorably or not.

私の故郷は保守的な土地柄で正直好きじゃないが、私の故郷で昔働いたという人と話していた時も、「あそこ(私の故郷)へは二度と行きたくない」と言ってい た。共感した。地方を語るとき、財政や行政サービスについて論点が多い。ここで提案だが、「好感度」で自治体を評価してみてはどうだろうか。都構想も一度 やってみて、「好感度」が上がるかどうかで評価すべきだと思う。行政コストが高いか低いかはあまり関係ないと思うのだが。

Moss

"A rolling stone gathers no moss"; That means, people who are always moving can't cultivate or deepen their own knowledge and experience. However, such people never lack fresh idea and creativity.

Which is right? Anyway moss is always beautiful.

保守・リベラルは遺伝 Politica Atitude is Heritable

Political attitude is just as genetically heritable as height; The children of tall parents are likely to be tall, but nutrition and sleep etc. will also make them tall. The children of liberal parents are likely to be liberal, but education, companionship etc. will make them liberal. When it comes to politics, some will get so upset. If we recognize that it is just like a 'knee-jerk reaction', we can stay calm on it.

保守かリベラルか。それは遺伝で決まるようだが、身長の高い親の子は身長が高いけど、栄養や睡眠なども身長を高くするように、親がどういう意見を持ち、何 を見て育ち、どういう人付き合いをしてきたかにも大きく影響する。政治になると感情的になるのは「条件反射」みたいなものだと理解できれば、もっと冷静でいられるだろう。

派遣法

派遣法改正で「非正規が増える」というのは間違っている。製造業が低開発国へ移ったので、国内の製造ラインと雇用を縮小した。長期間無期限の「正社員」は 企業に大きな足枷となった。そこで「派遣・非正規」の需要が増えた。派遣法ではなく、時代が非正規を求めた。これからは「有期の非正規社員」として、自営 業者みたいに確定申告すればよい。わずらわしい社内の人間関係から解放され、どれだけ税金払ってるか思い知らされ、我々の政治意識も変わると思う。

Nationality 国民性

「国民性」という言葉がおかしいのは、なんでも説明ができてしまうからだ。「彼が怒りっぽいのは韓国人だから」 「彼が女好きなのはイタリア人だから」 「彼女は借金を返さないのは、ギリシャ人だから」 これは人種差別以外の何物でもない。

Ethnicity is such a weird word that it seems to tell anything; He is always upset because he is a Korean. He likes girls because he is an Italian. She doesn't repay her debt because she is a Greek..Well,.. it's nothing but racism

フェイスブックのお友達 Friends in Facebook

facebookでの「友達」とは「通りすがりの人」のように思います。職場や親しい友を加えたらダメな気がします。

People are reluctant to post a comment so frequently because they add their real friends, coworkers, bosses and ex-girlfriends' friends in an integrated way. The way we talk to our friends is quite different from that we talk to bosses. I make it a rule not to add my neighbors as 'friend' in facebook. Facebook friends are just like "passers-by" whom I saw in my life or in facebook.

戦後観 Post-War View

At the end of World War II, the victors were more interested in bringing Germany and Japan into the community of nations than in seeking retribution for past sins. (Greg Mankiw, NY Times, July 17,2015) Greg is right and this is the common understanding of history. I doubt the countries and leaders (the victors) asking for contrition.

第二次大戦後、戦勝国はドイツ、日本に過去の誤りを謝罪させるよりも、国際社会に溶け込ませることにより関心があった。マンキュー(ハーバード大教授)先生は正しいと思うし、これが共通認識だ。私は過去の誤りを正そうする国家とリーダー(戦勝国)に疑問を持っている。

What is 'In Practice'? 実用とは何か

国 立大学の文系廃止が議論されている。つまり「実用」ばかりが要求されるのだが、「実用」とは一体誰が決めるのか。ベンジャミン・フランクリンが生きた18 世紀では、「電気」は「無用の長物」だった。経済の論理で考えても、人の育成や技術開発には不確実性が伴い、政府機関が投資をし、不確実性を分散すること が望ましい。文系廃止は全く理解不能な愚策である。

Government is now trying to prevent human and social science, which they see as "white elephant", from being taught at national universities. Who on earth decides which science is of use? In the 18th century when Benjamin Franklin was alive, electricity was at least of no use. From the viewpoint of economics, there's always huge uncertainty in educating students and developing new technologies, and thus it would be better for government to fund these activities and to help to break up such uncertainty. Human and social science sounds like they are of no use, but it is also clear that no one knows whether it is useless.

A Competitive Society and Altruism

A competitive society, some people say, makes the people so selfish that they can survive it. However, Ito, Kubota, and Otake (2014) claims, anti-competitive school practice is rather likely to make the students 'selfish' and 'uncooperative'; Competitive society rather makes people more altruistic and cooperative.

競争社会は、人を生き残りをかけるために利己的にさせる。しかし、伊藤・窪田・大竹(2014)によれば、非競争的な教育こそ生徒を利己的に非協力的にさせるという。競争社会こそむしろ人を利他的に協力的にさせるのだ。

ブランド店

先日、ジョルジオ・アルマーニの店でスーツを試着した。すると店員さんが、「お客様、よくお似合いでらっしゃいます!」、「お客様はスタイルがいいので、お客様こそアルマーニですわ。」 これは気持ちがいい。落ち込んだときは、ブランド店へ行けばいいかもしれない。

A couple of days ago I tried suits on at Giorgio Armani, and its salesclerk smiled and said, "You look good! ", "You have a nice style and you're a nice guy. Armani is best for you!" I felt like a room without a roof. If you're depressed, it might be good to visit brand stores.

大学の問題点

池田氏のG大学・L大学の話。グローバルのG、ローカルのLであるが、G大学はアカデミックな教育をし、L大学は職業訓練校。10年以上前に聞いた「研究大学」と「教養大学」という話とほぼ同じだ。
 
しかし、「大学を作りすぎた」という話がないのは不思議だ。戦後、駅弁大学、つまり和歌山大学みたいな国立大を作ったが、大学数が急速に増えたのは90年代以降で、さらに学部を増やし、補助金を与えている現状だ。

観光学、地域創造学、国際環境学、総合政策学など既存の学部を合わせたものに税金を突っ込む。新手の交付金目当て、「おれおれ詐欺」ならぬ「学学(がくがく)詐欺」にも思える。それよりも初等教育に金遣え、とはすごく正しい。

同時に、「大学に実務教育を」とは矛盾した議論だ。「実務」は職場で、「教養・哲学」は大学で学ぶべきもの。大学の役割と税金の使い道を再考すべきだ。

A Japanese Life

Seeing some people sleeping in the train, I wonder what a safe country Japan is, and at the same time how long they can't sleep at home; Many are working until late at night and their children are waiting at home for their dad and mom to come back.

電車の中で爆睡する人を見ては、日本の治安の良さを思うと同時に、家でしっかり睡眠がとれないものかとも思う。多くの人が激務の中で、夜遅くまで働いてい る。多くの子どもたちも、保育園や学童で、または誰もいない家で、パパやママの帰りを待っている。

Getting out of such a vicious spiral, Japanese may be able to regain a real heart; More or less, they can spend more time with their family and friends and increase their quality of life, which will let them realize what they live for.

そんな悪循環をやめれば、本来の心が戻ってくるかもしれない。少なくとも、家族や大切な人と過ごす時間を増やして個人の質的生活水準を上げることにより、 何のために生きるのかがはっきり見えてくるのではないだろうか。

People Choose When to Die?

One economist, who I think was Gary Becker of U of Chicago, once said, more or less people choose when to die; Heavy smokers or gangsters can be said to choose to die younger, otherwise people don't choose such careers.

However, I don't think people are so rational to know the ends, and it's a little surprise to hear that there's one who chooses the date to die. Honestly, no matter what reason she had, I cannot feel happy to think she must have had another choice to make; I do not think that her decision is true for those who are suffering from the same disease and having the same fate as she had.

金券ショップとベルトラン競争

金券ショップの切符どこから仕入れるんだろう? クレジットカードは利用限度があるから、カードで切符を買って、その切符を売って現金化する。繁華街のテ ナントに中国韓国系のマッサージ店が入ってくる。いったん入居するとどんどん同業他店が入ってくる。そうすると価格競争(ベルトラン競争)が生まれそうで あるが、特別なサービスを付けてそれを回避している。

男性は女性より2倍自信過剰で、2倍出来高報酬を選ぶからだという。また、女 性の起業家ですら男性のそれよりも23%低い報酬を得ていて、女性はビジネス的な成功より社会貢献を重視、男性より仕事に満足しているという。さらに、男 性の方が長時間労働に従事していることに原因があるともいう。

Money and Life

Earnings don't have to be paid in cash; payment in kind is also fine. One month's worth of rice would be equal to my 3 hours' labor, and the right to have a date with a pretty girl would make me work for 5 hours.

Money is a very good device in making the trades smooth, but may not be a good one in making our life happy. Payment in kind can also increase production and employment. To increase income is not only a solution to better life, but to satisfy our everyday life is also important.

自民党と民主党

自民党さんは「カネを増やす」ことだけ考え、民主党さんは「カネをいかに(貧困層に)分けるか」しか考えていない。「カネを増やして分ける」ことが重要ですが、それを言ってる政党さんないです。政治的に難しいんですね、きっと。

The Liberal Democratic Party (LDP), Mr Abe's ruling party, claims income growth to be important, whereas the Democratic Party claims income distribution to be important. The important is, how to increase and divide income, but it must be politically very difficult to do.

黒人問題

10代の黒人は10代の白人に比べ21倍警官に殺されている。しかし同時に、10代の黒人は10代の白人に比べて9倍殺人を犯すので、正しくは「10代の黒人は10代の白人に比べ2.3(21÷9)倍警官に殺されている」となる。

人間関係

人から好かれるかどうか気にしなくても、という人がいるが、そこを気にするのは人情だ。最近学校で「コミュニケーション能力」が教えられているが、それは 「表面的な人間関係」をうまく構築することだ。それも必要なことだと思う。人間関係は家族、恋人、友人だけじゃなく、顧客、同僚、先生、取引先もある。ど れが重要なのかということだけれども、いろんな関係がある以上、むしろうまく適応する必要がある。「表面的」な関係もまた重要な気がする。

Some people suggest that we should not care whether we are liked or not in our community, but we people generally care it.

Recently many schools have taught 'communication skill' whose aim is to build a good 'surface' relationship between us. I think it is also necessary. Not only are there our family, boy/girl friends, and friends, but also our customers, clients, cowokers, and teachers in our social relationships.

Which is more important does matter, but as long as we live in a wide variety of social relationships, we need rather to adapt ourselves to the relationships we live in; A surface relationship is also important.

エルドガン大統領

トルコのエルドガン大統領の発言が女性の怒りを買っている。「女性と男性を同じ職業に就かせることはできない。男女の性質が違うんだからそれは自然に反し ている。」

エルドガン氏の言には一理ある。

女性が平等であることとは、男性のように行動することではない。男女はその性質において同じではなく、社会にお いて同じように扱われるべきだということに過ぎない。

しかしながら、女性には子を産まない権利があってもよく、男性のように働く女性がいてもよい。私は最 近、人は女性または男性として生まれるのではなく、女性または男性になる、というのを聞いた。その通りだと思う。元々の自分の性を嫌い、女装男装する人も いる。大事なのは、そういう人の権利についても同様に考えることだと思う。

The speech of Turkey's Erdogan made women angry.

He said, "You cannot bring women and men into equal positions; that is against nature because their nature is different." I understand Mr Erdogan a little bit: For women to be equal to men is not to behave like men. Women and men are not the same in nature, but they should be no more than treated the same in the society.

However, women can be allowed the right not to bear a child, and, of course, some of them can work like men.

Recently I have heard that people are not born as women or men, but become women or men. I think it's true. Some of them hate their own biological gender and then wear and behave like the other sex. The important thing is, I guess, to think about the rights of such people as well.

不況対策について

「不況対策って何があるか」とよく聞かれる。「変動相場制では金融政策が有効」だ。

逆に、カシャップ・星氏らが言うように、「不況対策はかえっていい企業 をダメにする」効果もありうる。

選挙のための公共事業や、経団連を喜ばせる円安策よりも、失業された人への給付など転職支援策をもっと充実した方がよいと 考える。

What should be done in the downturn? In the floating rate system, monetary expansion works well, but Hoshi and Kashyap say that it spoils good business. It sounds right and I think that helping the unemployed change jobs should be more necessary than public spending for the next election, or depreciation of the currency for manufacturers and business.

GDP and Real Life

GDP is the total income produced domestically and 'two-quarter continual decline in GDP' means 'recession.'

I've heard Japan is in recession since I was an elementary pupil, 20 years ago, but we can still eat. As I hear that it's getting difficult to make a living, I feel the economic value doesn't necessarily mean our life and happiness.

大学の授業料

大学の授業料は高い。10年前国公立大では年間授業料49万円だった。今は年間授業料53万円。この10年で8%伸び、消費者物価指数は5%下落した。授 業料は10年で13%上昇した。私大はもともと高いがこの10年で9%上昇。同じ先生が同じ教科書で同じ内容を教えているとすれば、今の学生、親御さんの 満足度は明らかに減少している。

10 years ago the annual tuition of public university is around US$4,900 ($1=100yen).

Now it is $5,300 and has been growing at 8% whereas the prices 5% declining. That is, the tuition is 13% up.

In contrast, the tuition of private university has been growing at 9% for these 10 years. Considering the same professors teaching the same thing with the same textbook, the welfare of the students is absolutely decreasing.

ティンバーゲンの定理

日本の最大の貿易相手国は中国!アメリカは2位。韓国は3位。4位はオーストラリア。

中韓は日本貿易の4分の1を占めます。貿易理論では「ティンバーゲン の定理」があり、「貿易数量は距離の2乗に反比例する」、つまり「近い国と多く貿易する」。

中韓とは切っても切れない関係だと実感します。

Which country is the Japan's biggest trading partner?

China! USA is No 2 and Korea No 3. China and Korea contribute to one quarter of the Japan's international trade volume.

Tinbergen's Theorem claims, the trade volume is inversely proportional to the squared distance between the countries.

That means, a country trades more with nearer countries. It can be said that Japan cannot exist without China and Korea.

Midterm Election and Obama's Challenge

One American guy said to me, "don't talk about a neighbor's garden."

Well, I follow him and don't talk about the American politics.

I think Mr Obama did seek another way the former Presidents didn't take; Praha's speech of anti-nuke weaponry, Obama universal health care, and less military intervention, which all sounds less 'American-like'.

I think this is the way the world is changing, and many American people seems not able to follow the way. Anyway, I will keep an eye on what Mr Obama will do next.

Facebook and Sex

Have you had a sex with your partner recently? A couple of days ago I heard a neuroscientist saying that when we post photos or comments in facebook we feel as happy as when we have a sex. I don't know if it's true, but I haven't been interested in sex recently...

Islamic State and Bombing

Some recent cases unfortunately make Muslim look dangerous, but is it just because many of us don't know well what Muslim are? Rather we just see only part of the acts of the people who name themselves Muslim, don't we?

It seems right to bomb IS, Syria and Iraq because we can see many killed in youtube. However, we have no clue to know what truly happens there and moreover we have no reason to intervene the matter.

At any rate, I don't want the tax revenue to be used for bombing whose targets we really don't know.

On Empowering Women

Ms Obuchi and Ms Matsushima, both of whom were the symbols of empowering women under the 2nd Abe Administration, resigned from office. Promoting women's participation in the society is one of Mr Abe's policies, but does it mean that many women in suit with business bag work outside? I think that the point is somewhere else:

Because women do housework and men work outside doesn't always mean that women are of low social status, whereas because the number of women is almost the same as that of men in the Congress doesn't necessarily mean that women are of high social status and treated more equally.

The point is that people having the same ability, legal right and qualification should be treated the same, regardless of age, sex and race; It should not be because you're a woman that you have a degree of PhD or are the member of the Congress.

Mr Abe struggles to increase women in the Congress, the government and companies, but it can unavoidably be seen as wiping out his manly and hawkish image and aiming for women's vote only.

Malala and the Article 9th

Considering the 2014 Nobel Peace Prize for Ms.Malala, I am sure that keeping the world peace costs much.

In contrast, the Article 9th, disarmament of Japan, which was nominated for the 2014 Peace Prize, is the outcome of the dealing with the US; Then the US disarmed Japan, instead promised Japan to protect its land and the Emperor system.

This is, what is called, the Yoshida Doctorine, and Japan could become the 3rd largest country in the world thereafter without paying any cost of security.

Some Japanese claim that the Article 9th is worth the prize, but I doubt them and I would say to such people that there are the dead in the battlefields under the Article 9th.

マララさんの受賞から思うのは、「平和には大きな代償 (The Price of Peace) が必要だ」ということ。日本はその代償を免れる条件として、日本は「九条」を受け入れた。これがいわゆる、吉田ドクトリン(Yoshida Doctorine)というもので、「九条」は「日本の再軍備」を警戒したアメリカとの取引であり、日本は天皇制を維持すること、安保条約で守ってもらう ことを前提にこれを飲んだ。お陰で日本は超大国になれた。「九条」はいわばアメリカに『武装はしないから、代わりに安保で守ってね』という「取引」に過ぎ なかった。

我が経済学研究(2)

根岸隆『ミクロ経済学講義』を30歳にして始めて読んだ。いい本であるが、ちゃんと読み込まないと書いてあることが理解できない。

過去、ミクロ経済学の教科書として、

1)西村清彦氏『経済学のための最適化理論入門』
2)成生達彦氏『ミクロ経済学』
3)岸本哲也・吹春俊隆氏『ミクロ経済学』
4)Dixit,Optimization in Economic Theory
5)西村和雄氏『ミクロ経済学』(東洋経済)

を読んできたが、上記のテキストに書かれていることは全てVarian,Microeconomic Analysis
に書いてある。よって、現在は上記5冊は全て古本屋へ売却し、Varian(1993)を中心にミクロの勉強・復習をしている。

一方で、マクロ経済学はRomer(2006)を辞書的に使うのみで、論文や講義資料を読み漁っているのが現状である。斎藤誠 『新しいマクロ経済学』(ただし、前の版、1996版)はいい本だが、研究本としては使えない。

加藤涼氏『現代マクロ経済学入門』(2006)は薄くて読みやすいのであるが、今後の研究資料としてはあまり使えないと思い売却した。

ミクロ・マクロ経済学は現代経済学の要であり、今だよくわかっていない項目もあるが、経済を見据える上では強力な道具であることには変わりない。更なる経済学研究にまい進していきたい。

現在の研究テーマも基本的には「ミクロの意思決定とマクロ現象の関連性」ということになる。

過去は国際金融を勉強しようと考えていたが、これはマクロ経済学の周辺領域であると考えるようになり、マクロを勉強しなおそうとRamseyモデルからやり 直した。やがて、マクロ経済学を勉強するうちにこれは「(動学的な)一般均衡理論の応用」だと考えるようになり、ミクロ経済学を消費者⇒生産者⇒市場均衡 と順番に勉強しなおした。

そして、ミクロ経済学は「最適化」と「均衡」という2つの要素で構成されていると考え、最適化理論 (Maximum Principle&Dynamic Programming)を勉強し始めた。これら現代経済学の根幹(最適化と均衡)について、簡潔に触れているのがSchelling(1978)本だと 思うようになった。

これはゲーム理論の書籍ではなく、経済と社会現象の見方を論じた社会科学の経典である。もうすぐ日本語訳が出るらしいが、何故30年もの間 翻訳されていない。

個々人の行動の変化がマクロ経済にどのような影響 を与えるのかを、学部ミクロ&マクロの知識でも読み解けるぐらいに簡潔にまとめていきたいし、現実に起こっている経済の均衡を理解するためには社会学や心理学といった周辺領域をも統合化しないといけない。

少しでも現実社会への視座を広げようとするとき、古いテーマを洗い出すことが必要だと考えている。いまはそのための貴重な時間である。

古典派:3つの「中立命題」

古典派理論には「中立命題」がある。マクロ経済学ではいずれも重要な命題で、ケインズ理論との違いを押さえておく上で重要だ。

(1)貨幣の中立命題

これは「古典派の二分法」、「自然率仮説」とも称され、金融緩和策は市場が清算していれば物価を引き上げるのみ、という貨幣数量説の命題である。貨幣はマクロ経済の実物的要素である消費、生産や雇用に影響しないという説である。

イギリスの哲学者デイヴィッド・ヒュームがこの学説の由来とされるが、ヒューム自身この中立性を厳格には支持していない。

もし市場が清算していない、物価が硬直的な「短期経済」の下では、金融緩和は貨幣の実質価値を引き下げ、実物的要素である消費や投資支出を増やし、GDPと雇用を自然率まで増加させることができる。

しかし、いったん経済が自然率、完全雇用の水準に達すれば、市場は清算して、需給が一致し、金融緩和は物価を引き上げはすれど、実物的要素を増やさない。よって、金融政策は効果がない、というもの。現代マクロ経済学では基本的な命題である。


(2)公債の中立命題

これは「リカード・バローの等価定理」とも称され、政府による財政政策は経済活動に中立的という命題である。政府が公債を発行して公共事業を行おうが、増税により行おうが経済の実物的要素である消費、生産や雇用に影響しないという説である。

イギリスの経済学者・政治家であったデイヴィッド・リカードがこの学説の由来とされ、1970年代にロバート・バロー博士がこの中立命題について論文を書き、復活させた。

政府が公債を発行して公共事業を行なうと、人々は将来の増税に備えるために、公共事業によって得た所得を使わずに貯めておく。結果これによりGDPや雇用は、何もしなかった時と変わらず、経済には全く影響しないのである。

実証研究では、この仮説を棄却する研究があり、いまだに論争は絶えない。財政政策が経済活動に影響しないためには、①人々は(世代を超えて)長い視点で消費活動をしている、②所得・予算に制約がない、などの条件が必要となってくる。

多くの人は、近視眼的に物事を考え、予算以上の消費活動をすることもある。いずれにせよ、ケインズ的な財政政策には効果がないという、これも基礎的な命題である。


(3)モディリアーニ・ミラー命題

これは「MM定理」とも称され、資本市場が完全であり、法人税などの制度上の歪みがなければ、企業が資本を株式発行で得ようが社債発行で得ようが、企業価値には影響しないという説である。

これはファイナンスの命題でもあるが、どのような形で資本調達しても企業の経営には変わりがないという、企業版「リカード・バローの等価命題」と言える。

しかし、実際には資本調達によっては税制上の優遇策があったりなかったりとMM命題が成り立たないケースが大いに考えられる。

ケインズ経済学とルーカス批判

経済学の学部の講義では、特にマクロ経済学での「ケインズ派」と「古典派」の区分が必要である。

現在のマクロ経済学ではそれぞれ「短期」と「長期」、「ミクロ経済学的基礎づけなし」と「あり」と言い、「ケインズ派」とか「古典派」とか言わなくなってきた。


「ケインズ派」と「古典派」の違い

そもそも、この違いは何処から来るものか。1つは「時間軸」であると言える。

(2)古典派                    GDP↑  ⇐ 減税実施予定


従来のケインズ経済学では、過去に行った経済政策が現在の可処分所得や金利を変化させ、消費・投資支出に影響を与え、結果GDPや雇用、物価に影響する、いわゆる「適応的」な反応として、マクロ経済を見ている。

これに対して、古典派では将来に行われると予想される経済政策が現在の経済に影響を与えるという「前向き(フォワード・ルッキング)」な経済観を持っていると言える。

まさにこれを象徴する考え方として「ルーカス批判」なるものがある。ロバート・ルーカス博士が1970年代の論文で、「景気予測は現在の人々の将来予想を適切に反映せず、景気予測に基づく経済政策の実施は有害無益だ」とする趣旨の主張を展開した。

現在のマクロ経済学はこの「ルーカス批判」を受けて、人々の将来予想を反映させると経済政策の影響がどう変わるのかという、ケインズ経済学とは別の観点からのアプローチを可能にした。

いわゆる「合理的期待」という発想である。これにより、ケインズ経済学で無視されてきた①財政金融政策の持つ問題点、②人々の生活水準(厚生)に与える影響、③より効果的な政策ルール設計、について広範に分析する術を獲得した。

短期・長期

「長期」と「短期」の違いを指摘することも重要ではあるが、固定的要素を含む、すなわち物価が硬直的、変動しない「短期」の経済において行う政策と、物価が伸縮的で速やかに市場が清算される「長期」の経済において行う政策との違いも、上記の時間軸のとり方で説明できる。

すなわち、現在の物価が将来経済の物価を反映しているという「前向きな」想定を行うと、政策効果の考え方がケインズ派のそれと異なるのだ。

現在の物価が将来の物価、すなわち将来の均衡を反映していると、市場はすぐさま清算、需給は一致し、ケインズ的な総需要拡大策はGDPを増やさず、自然率(完全雇用時)GDPが実現する。

このときはもはや、需要政策でGDPや雇用を変動させることはできず、労働市場を流動化する、職業教育を充実させるなどの「成長政策」が重要となる。

実際、このケインズ派と古典派、どちらが正しいのか気になるところではあるが、どちらが正しいというよりも、「時間軸ひとつで経済政策の効果が異なるという視点を与えている」点に価値を見出すべきかと思う。

Lucky Sevens 777

777円!このような反応は「代表性ヒューリスティクス」と呼ばれている。777が起こる確率は776のそれと同じだが、 我々人はそう考えない。何もいいことなんて起こらない。

御嶽山の噴火

こ の度、御嶽山(おんたけさん)の噴火で被害に遭われた方、ご親族の皆さんにお見舞い申し上げます。

偉大な自然に我々は為す術がない。同時に、我々が自然に は常に「リスク」と隣り合わせである、という認識も大事である。福島第一原発然り、広島土砂災害然り、「危険認識」、「リスクヘッジ」ができていな かった、といえなくもない。
 
正直「千年に1度の危機」という認識では困る。

阪神淡路大震災から20年も経たないうちに東北の震災を経験し、福島原発の前にもんじゅの事故があったし、 広島の前も奈良・和歌山の土砂災害は記憶に新しい。御嶽山の前も、20年以上前だが雲仙普賢岳があった。デング熱の前は鳥インフルエンザもあったし、この危険も存続中だ。
 
予期できるリスクを最小限にすることは我々でも十分可能だ。

「死火山」という考え方がない今、温暖化で降水量が増え、疫病の危険が増えている今、高齢化で財政危機に立たされている今、我々は「今」というリスクに、何を成すべきかが問われている。

Calorie and Weight

The relationship between calorie intake and weight. We cannot gain weight to take the amount of calorie necessary for us to live per day.

カロリー摂取量と体重の関係。1日の必要なカロリー量をとっていれば体重は増えない。

Jack Ma and the World Future

I saw Jack Ma, the founder of Alibaba, a Chinese entrepreneur, replying to an interviewer on its IPO, and I wondered how quickly and definitely the world map is changing: China and India are growing fast, whereas Japan and the EU are declining.

Japan's GDP is now one third as much as that of China in terms of US dollar. Moreover, Thompson Reuters predicts some Chinese will win the Nobel Prizes.

I do not worry about that, rather, I hope that the world will less depend on the US politics and culture and that it will be full of variety, though there would not be a legend Jack Ma but for the US market.

Uzawa Passed Away 宇沢去る

Hirofumi Uzawa passed away. He was 86, known as a mathematical economist.

I learned his name at Prof. Drewianka's econ 801, the Hurwics-Uzawa demand theorem and at growth text, the Uzawa-Lucas human-capital model.

I first took his lecture at Doshisha University 2003. He blamed Milton Friedman, his ex Chicago colleague, for his market-oriented economics, but only in this point do I disagree with Prof Uzawa. Rest in Peace.


宇沢教授が亡くなった。86歳。数理経済学者として知られた。私はドレウィアンカ教授の授業で「ハーヴィッツ・宇沢定理」、経済成長論の教科書で「宇沢・ ルーカスモデル」を知った。初めて同志社大で彼の講演を聞いた。同じシカゴ大の同僚ミルトン・フリードマンを批判していた。けど、僕は宇沢氏をこの点で賛 成しない。ご冥福をお祈りいたします。

On 9.11.

Today it has been 13 years since September 11.It was as if it were the promotion of a new movie. I express my sympathy for the victims. Has something changed in the world since ever? Has terror reduced? Has the world been freer? Mubarak, Qaddafi and Kim Jong Il have certainly gone, but the world may have next Mubarak, Qaddafi and Kim Jong Il.

今日で9.11から13年が経つ。新しい映画のプロモーションのようだった。犠牲者になられた方に哀悼の意を表す。あれから世界で何が変わったか。恐怖は 減ったか。世界は自由になったか。ムバラク、カダフィと金正日は確かにいなくなったが、世界は次のムバラク・カダフィ・金正日を迎えているかもしれない。

シリア爆撃について

ア メリカがシリアを空爆する模様だ。自民党は空爆の支援を要請されれば支援するのだろうか。

朝日新聞の批判も結構だが、これが自民党にとって集団的自衛権行 使の隠れ蓑になりはしないか心配である。

シリア空爆はスンニ派イスラム国の米国人殺害に対する報復であるが、シリア空爆がシリアを自由で民主的な国へと後 押しすべきで、果たしてそうなのか疑問だ。

かえってアメリカと世界にリスクを高めはしないか。この点が明らかでない以上、日本は支援すべきではないと考え る。

The US is to bomb Syria; Is Japan going to support the US?

LDP, its ruling party, is now harshly blaming the Asahi Shimbun, the main newspaper, for its false reports, but I am afraid that LDP may have a good chance to keep the Ashahi Shimbun from blaming it for exercising the right to collective defense.

The reason for the US bombard is a retaliation for the Sunni's Islamic State killing two American journalists, but, first of all, the bombing should really help make Syria freer and democratic.

It may rather risk the US and the world. In my view, as it is doubtful, Japan should hesitate to support the US.

On the Islamic State (ISIS)

The Islamic State, ISIS, lures Western young people.

They are looking for their own identity, or who and where they should be; Otherwise, they would never join such an activity.

ISIS comes and whispers, "What did your country do for you? Did you get a good job? good friends? Are you happy with yourself? If you are not, come and join us, and you'll be a warrior..."

Some people feel excluded from the community they belong to and can't find themselves in it.

When I heard of the Scotland independence referendum, I just wonder what a state is, what a nationality is; The key word must be 'identity', which means a feeling or a realization of who we are, and a state is, Benedict Anderson says, an imaginary community where the people can share a common value; Feeling that they have something in common, they realize their own identity.

However, some of them don't feel like that, they may be looking for what they ought to be in another world: Some of them seek themselves in Islamic or Christian Fundamentalism, others in Neo-Nazism or Communist Party. Fighting with ISIS seems to me that it is a kind of battle against ourselves and the modern civilized world where we live.

イスラム国は若い欧米人を引き付けているという。

彼らは自分のアイデンティティ、自分は何者でどこにいるべきかを探している。さもな ければ、こんなことに参加しない。

イスラム国は近づき囁く。「お前の国は何をしてくれたんだ。いい職見つかったか。いい友いるか。自分に満足してい るか。そうでなければ、来ないか。勇戦士になれるぞ。」

自分の所属するコミュニティーから疎外されていると考える人もいるし、そこに自分を見いだせない人 もいる。

私はスコットランド独立の住民投票について聞いたとき、国家とは何か、民族とは何かと思った。キーは「アイデンティティ」に違いない。それは自分が何者であ るかという実感であり、国家とは、ベネディクト・アンダーソンの言う「想像の共同体」、共通の価値を見出す共同体である。人は何か共通のものを持っている と感じる時、初めてアイデンティティを実感する。

しかしながら、そういう実感がなければ、何者であるべきかというものを別の場所で探すかもしれない。ある 者はイスラム・キリスト教原理主義に、別の者はネオナチに自分を探し続ける。イスラム国との戦いとは、我々自身と我々の住む文明社会との戦いにも見えてく る。

On the other hand, while LDP taxes general people, it never taxes Soka Gakkai, a huge Buddhist organization, though it makes as much profit as the major Japanese companies.

The reason is clear: The political party, New Komeito, a son of Soka Gakkai, buys votes by feeding the poor with welfare and becomes a vote-collecting machine for LDP.

LDP's Abenomics is, so to speak, a politics of medieval mercantilism and church (temple). I don't understand the conservatives who applaud them at all.

大学・短大の中途退学

大 学・短大中退8万人(読売朝2014.9.26)

中途退学(中退)者が7万9千人、全体の2%、その20%が「経済的理由」、30%が「転学」「学業不 振」を根拠に中退。

ここから経済的な理由により大学を中退したとも読めなくはないが、私が注目したいのは「転学」「学業不振」である。

背景には「大学へ行 けない人が大学へ行っている」ということがあると思っている。

底辺校いわゆる「Fランク校」で教えても皆シラケている。私が教える予備校の生徒の方がはる かに熱心に勉強する。本気で教えるなら、東大・京大か上位の予備校で教えるしかない。日本の大学700校半分に減らし、専門学校へ交付金を回した方がよい かもしれない。

Bombing On Syria and Iraq

The US (and five Middle East countries) started bombing Syria and Iraq to wipe out the Islamic State.

I disagree.

Did the President Obama show any reasonable plan on how to end this bombing? The difficult thing to do in warfare is to end it: On the attack on Pearl Harbor in 1941, the General Yamamoto thought of ending the war in half year, but he couldn't.

To end that war, the US had to drop two atomic bombs.

My question is, whether the President Obama will take any critical measures equivalent to an atomic bomb. One New York guy replied to the TV, "people would be killed again.." This is an honest, fair and straight reaction. I am afraid whether Mr Abe and his LDP join the war with its end foggy and unpredictable.

The Economist ranks USA 16th, Japan 25th. Traditionally, the richer the people get, the happier they get. Certainly these top ten countries are also ranked almost top ten in the ranking of GDP per capita.

In this index, there's only one country of G7 ranked top ten, Canada, 9th, and less than half, 15 countries, of the 34 OECD countries in the top twenty.

The Coase Theorem: A Personal View コースの定理:私的な見解

When I was a child, I was very happy to be in my uncle's house. His house is larger than that we lived in and I could run around in his house. Soon I made him angry;"I gave you some tip and go play out". I got it and went out. On Whaling 捕鯨について

I have never been asked about it, but let me comment a little on it. My opinion is, I don't care. However, the data (PayScale Inc.) don't read that; Major doesn't matter. Edmund Phelps, a Nobel-prize winner of economics, states that education of history, philosophy and the like is rather important for the 21th century.

Happy To Be Born in Another Family? 別の家庭に生まれて幸せか?

In my opinion, whether you are happy or not cannot be judged by others. It is quite a subjective sense, or a personal view, not an objective one. 

Even though he or she looks happy, he or she is not necessarily happy. Luck is also an important factor for determining life; If I had been born in another family somewhere, I would be much richer and happier, or poorer and more miserable. 

Luck is a given one and no one knows what it is like, but how to use it must depend on us.

私見では、あなたが幸せかどうかは他人では決められない。それはまさに主観的な感覚、または個人的な見解であり、客観的でないからだ。


例え人が幸せそうでも、本当に幸せだとは限らない。幸運も人生において重要である。どこか他の家族に生まれれば、より金持ちで幸せか、またはより貧乏でみじめだろう。

幸運は与えられるものだし、それが何か分からないが、どのように使うかは我々次第だ

Restructuring and Finding Jobs リストラと再雇用

As the whole economy goes down, many companies will carry out restructuring. Soon will many go unemployed. 

I don't think it is a bad thing in the market economy, apart from many employees and their families. 

The main problem is whether the unemployed soon find new jobs. If it is difficult for one to find a new job as the other's employment is heavily protected, it must be a serious problem.

私はリストラ自体悪いことだと思わない。職員400名がリストラされ、講師も行き場を失うことは当事者はともかく、社会にとって悪いことではない。

題なのは、リストラされた人々が新たな職場に着けないことだ。日本では終身雇用の名の下に、雇用を保護しすぎている。これが、リストラされた人々の再雇用を難しくしている。

韓国経済について

『一人あたりの所得水準について日本と韓国を比較した場合、1990年には日本の40.8%しかなかった韓国の一人あたりの所得は2010年には86.7%の水準にまで急上昇、12年、13年はそれぞれ89.1%、89.9%と伸びが緩慢になった。ソウル大学の教授が「韓国経済が現在の成長率のままでは、一人あたりの所得で永遠に日本を超えられない」と嘆いた』 サーチナ 2014/08/31

2012年から2013年までの所得の伸びは0.9%。日本の成長が1%で続くと仮定して、韓国が0.9%を維持すれば、韓国は日本を25年で(日本が2%ならば37年)追い越す。


計算式:
本の成長が1%のとき、{(110-90)/90}/0.009=25年。2%のとき、{(120-90)/90}/0.009=37年だ。
なお、これは幾何平均の計算で、上記は正確な計算ではない。 

On Humanity 人間性について

The people of the Islamic State may actually be more humane than those of any other developed society; they may love their family, friends, neighbors and their own country more than anyone. 

Why do I think like that? As I read some psychologists saying that people can be kind as well as offensive to others, I came to think that the Islamic State and the Al-Qaeda are also human beings. 

Of course, I neither forgive nor appreciate them; I deny them all! However, if they are really humane, is just fighting with and killing them the better solution?

イスラム国の連中は実はどの先進国の人々よりも最も人間らしいかもしれない。彼らは家族を、友人を、隣人を、そして自国を誰よりも愛しているかもしれな い。

On Universal Health Care 皆保険について

In Japan the universal health care, such as Obama Care, was introduced in 1961, and few people oppose this system. 

First of all, the universal care needs compulsory participation, otherwise it will go bankrupt because it will potentially attract the chronically ill (adverse selection). 

The universal care covers all the people, but it means that the money nonsmokers pay can go to the medical treatment for heavy smokers. What's more, as they are insured, they will unlikely take care of their health and they will likely go to hospital in spite of slight cold (moral hazard). 

Thus, the universal care imposes heavy financial burden on people in the form of heavy insurance and tax payment, and this is the very 'headache' the Japanese now suffer. 

To cover and pay all or not to, that is the question.
 

日本では1961年に皆保険制度が導入され、多くの人はこれに反対はしない。 

もっとも、これは強制加入を前提とし、さもなくば、持病持ちがたかって保険制度は破たんしてしまう(逆選抜)。

皆保険はすべての人をカバーするので、禁煙家の支払った金がヘビースモーカーの治療に使われることを意味している。 さらに、保険に入れば、自身の健康管理がおろそかになり、些細な風邪で病院へ行くこともある(モラル・ハザード)。

皆保険は高い保険料と税金という形で重い財政負担を課し、こ れこそがまさに日本人の抱える「頭痛の種」なのである。

すべてをカバーし全て払うのか、それとも何もしないのか。それこそが問題なのだ。

靖国参拝 Visiting Yasukuni

終戦記念日になると靖国参拝である。

戦争で命を落とされた方を参るのは当然だとしても、何故靖国か。

兵士は皆靖国で会おうと言って死んだというが、それは兵士の本心だったのか。天皇陛下のために本当に死んだのか。

私は靖国神社と天皇は日本人をマイン ドコントロールするための装置として機能したと考えている。天皇と日本人を守るための自衛戦争だという人がいるが、なぜ68回もの戦略爆撃に日本人はさら されたのか。もっと早く降参すべきだったが、できなかった。これをどう説明するのか。

明らかに結果を考えない戦争指導者の怠慢と無責任だと言えないか。特に政治家はなぜ靖国を参り、何を思うのかを語る義務と責任がある。靖国へ参る彼らに、行為の結果を考えない戦争指導者の怠慢と無責任を見る気がする。

We can see people visiting Yasukuni Shrine every summer. 


It is so natural to pay respect to the war dead, but why Yasukuni Shrine? 

The soldiers said on the battle field, 'Shall we meet in Yasukuni?', and were killed, but was it really in their mind? Was it for the Emperor that they died? 

I think that Yasukuni and the Emperor were used to work for controlling Japanese minds. Some say that the aim of the war was to defend the Emperor and the Japanese, but if so, how should the fact that Japan suffered from 68th times of strategic bombing be explained? Japan should have surrendered earlier, but it didn't. How is it explained? 

It can be said that it is kind of laziness and no sense of responsibility of the war leaders who didn't consider the ends that caused the suffering. I don't care whether to visit Yasukuni, but the congress people should have some responsibility to explain why they visit. I feel many of them as lazy and irresponsible as the once war leaders who had no idea of the result of their acts.

Altruistic Punishment

Those who receive charity have their lives improved, but those who provide it also benefit. 

Indeed, one recent study found that spending money on others is more rewarding than spending it on oneself. ...those who donate wealth and time to others tend to be a lot happier in their entire lives than those who do not. The paradoxical finding here is that one great trick to being happy is to forget about being happy and instead try to increase the happiness of others.


This is the flip side of charity. We are motivated to be kind to anonymous others, but we are also motivated to harm those who treat these anonymous others badly. 


The problem that arises is that our gut moral feelings are poorly attuned to consequences. The patterns of charitable donation to foreign countries often have more to do with the salience of news reports than to actual considerations about where the money is most needed. 

And laboratory findings show that people will continue to punish even if they are well aware that doing so is actually making things worse. It is not difficult to see the consequences of this in the real world.

原爆忌と核抑止 Aniversary of A-Bomb and Nuclear Deterrence


今日は長崎の原爆忌である。

世界は核抑止の只中にいる。国の力は核兵器の数で決まる。国連常任理事国全部が核を保有している。

広島・長崎の惨禍は2度とあってほしくないものだが、そう願う人々の心の中にこそ核抑止論が生きていると言える。広島・長崎はある種の抑止として核戦争の危機を防いでいる反面、核保有国の威力を大きくしている。

もし、ニューヨークにミサイルをぶち込めば、広島・長崎の次に攻撃した国の都市の名が列記されるのは確実だ。だからこそ、誰もニューヨークにミサイルをぶち込もうなんて思わない。これが核抑止であり、世界が平和であることの実際の理由ではないか。

もしそうであるなら、この不都合な現実こそが核兵器の廃絶をより難しくしているのではないだろうか。

Today is the 69th anniversary of Nagasaki's Atomic bomb. 


We now live in the world under the nuclear deterrence, where the power of nations depends on the number of atomic bombs; All the permanent members of the UN Security Council have atomic bombs. 

The tragedy of Hiroshima and Nagasaki should not be repeated, but as we hope so the nuclear deterrence ironically becomes effective; Whereas Hiroshima and Nagasaki are likely to prevent the world from suffering from nuclear war, they can enlarge the influence of the nations with nuclear weapons. 

If Japan attacks New York City, another city of Japan will clearly be added in the list of Hiroshima and Nagasaki. That is why no one is thinking of attacking New York City. This is what is called nuclear deterrence, which may be the true reason that the world has never had nuclear war since Hiroshima and Nagasaki suffered. If so, it may be this inconvenient reality that actually makes it much more difficult to abolish nuclear weapons in the world.

Halal ハラル

I shared a room with a guy from Saudi in the US, but he had almost the same things as I had except alcohol and pork.

Halal means 'allowed in Islam' and Muslims should eat things accorded with Halal. In Japan, more restaurants are preparing Halal foods for Muslim tourists.

I am not a Muslim, but when I heard recently that one Chinese factory supplied rotten meat to McDonald's, I may have had some lesson to learn from Halal; Halal foods are not only allowed under Islamic law, but also reportedly processed in a highly hygienic manner to get people to enjoy high nutrition and safety. 

More people seem to care less about what they're eating than in a society where many people lack enough foods. Halal should be rather a start for reconsidering our foods than quite a troublesome culture.

アメリカにいた頃サウジアラビアの人とルームシェアしたことあるが、酒と豚以外私とほとんど同じものを食べていた。

ハラルとはイスラムで許され た、という意味で、イスラム教徒はハラルに則ったものを食さなければならない。日本ではイスラム教徒のためにハラル食を提供するレストランが増えている。

私はイスラム教徒ではないが、最近中国の工場が腐った肉をマクドナルドへ提供したことを聞いたとき、ハラルから何か学ぶべき教訓を得た気がした。ハラル食はイスラム法で許されただけでなく、高い栄養と安全性が得られるべく高い衛生管理を施しているという。

多くの人が、十分な食が得られない社会と比べて何を 食べているか関心を持っていないように見える。ハラルは、とても面倒な文化だというよりも、我々の食事を見直すきっかけであるべきだ。

Teacher and Salesperson

Teacher is like a salesperson, rather than an educator or preacher. Teaching may be a fucking suck job, but it is the best way to learn something; To sell something, we should know much of it. I know and understand much more than I used to. Being a blue-collar economist, though tough, may not be so a bad thing, or better than learning from top-tier scholars.

A Life Is Not As Expected

On Smart Phones

So many students are only looking down at smart phones without a word. My elder colleague grumbled to me about it, "people have made progress, but at the same time it's kind of retrogression; people forget talking then." It seems to me, we get unwilling to talk to each other. Though I am not a good speaker, I may have become a better speaker because I have no smart phone. Hey, put it away and talk to a neighbor without worrying that she gets you wrong, "It's a fine day, isn't it?"

本当に多くの生徒は何も言わずにスマートフォンばかり見ている。年長の先生なんかは、「人類は進歩したが、それは同時に退歩だ。人は話していたことを忘れた。」なんてぼやいた。私からすると、人はお互い話すことを疎ましく思うようになってる。僕自身うまく話せる人ではないけど、スマートフォンを持たないせいで、話し上手になったかもしれない。そうだ、ちょっと脇において、変な人だなんて思われること心配しないで、お隣の人に話してみたら。「今日はいい天気ですね」って。

Inherited Wealth and Inequality

When a family saves for future generations, it provides resources to finance capital investments, like the start-up of new businesses and the expansion of old ones. Greater capital, in turn, affects the earnings of both existing capital and workers.

Because capital is subject to diminishing returns, an increase in its supply causes each unit of capital to earn less. And because increased capital raises labor productivity, workers enjoy higher wages. In other words, by saving rather than spending, those who leave an estate to their heirs induce an unintended redistribution of income from other owners of capital toward workers.

The bottom line is that inherited wealth is not an economic threat. Those who have earned extraordinary incomes naturally want to share their good fortune with their descendants. Those of us not lucky enough to be born into one of these families benefit as well, as their accumulation of capital raises our productivity, wages and living standards.

Why do (does Prof.Mankiw think) parents leave bequests to their children?

On Japan's Military Shift

Japan should make more effective use of its military. This is not only Mr Abe's, but also Mr Obama's hope. I would ask some Japanese who worry about whether Japan will be able to join or not when the US wages war again, what if Japan is attacked by missiles? Previous Japan could do nothing but ask help for Uncle Sam.

Not only China’s rise, but Japan’s own fall, North Korea's nuclear threat and a deterioration of American dominance have changed the Asian situations. American officials spent years in secret talks about what kind of facilities in Japan would be available to them in any conflict with North Korea..The Obama administration said, we welcome Japan’s actions, adding that we will aid the country’s armed forces to “do more within the framework of our alliance.The NY Times(01/07/2014)

Even if there is no alliance with the US, more or less, Japan should use its military when it or its friends are attacked. Any talk will not help.

日本はもっと効果的に軍事力を使うべきである。これは、安倍首相の願いではなく、オバマ大統領の願いでもある。アメリカが戦争をしたとき日本が参加するか どうか心配する日本人に聞きたいのは、では日本が攻撃されたときどうするのかである。今までの日本はアメリカに助けを乞うことしかできなかった。

例え、同盟関係がなくとも、少なくとも日本は自らもしくは友好国が攻撃を受けたときは軍事を利用しなければならない。話合いで解決はしない。

Problem Students

School teachers are always forced to be criticized for imposing physical punishment on their students or for not improving their students' performances, and are now very careful of treating their students. For teachers to teach classes regularly and for students to attend classes safe, bad students have to be sent to another class. This can be needed, above all, for bad students.

橋下市長は、そのコメントがアメリカ国務省により攻撃的でアウトレイジだと言われているが、問題児を更生教室へ送ることを主張している。学校の先生は常に 生徒への体罰や生徒の成績が上がらないことに対して批判にさらされ、生徒の扱いに大変慎重だ。教師が通常に授業が運営できるように、また生徒が安全に授業 が受けられるように、悪い生徒は別の教室に送られる必要がある。これは、何よりも、悪い生徒のために必要な事だろう。

Womenomics

Kathy Matsui of Goldman Sachs says, if the labor participation rate of women could be raised to that of men, the GDP growth could be raised 15 percent. While the labor population is aging and shrinking, women are needed to keep the society sustainable. CEOs and companies tend to be applauded for accepting women as their top-ranking positions. However, it is true that someone has to play the roles that a woman has ever done before. Housework is the one. It is never counted as GDP growth, but necessary for us. I hear women should be free from housework, but I don't think every woman should take part in the labor market. Any policies should be necessary to get women able to work in the marketplace as they want to.

ゴールドマンサックスのキャッシ―松井さんは、女性の労働参加率が男性のそれに近づけば、GDP成長率が15%上がるという。労働人口が老齢化・縮小化す る中で、社会を 持続可能ならしめるには女性が必要だ。会社社長や企業は女性を重要な役職に受け入れれば称賛される傾向にある。しかし、これまで女性が担ってきた役割を誰 かがしないといけないのは事実だ。 家事もその一つ。GDPには計上されないが必要なものだ。女性を家事から解放すべきだと聞こえるが、全ての女性が労働市場に参加すべきだとは思わない。働 くことを望む女性が働くことができるような施策が必要である。

Toilet Papers and Global Warming

In the US I found that American people were really consuming a lot. Here's the example: paper towel (Left). Every public lavatory has this paper towel and I saw people using a lot. In contrast, it seems to me we usually use 'hand drier' (I asked TOTO what it is and they replied 'clean dry'). Paper towel is, an epidemiologist says, an effective way to stop bacteria from breeding and so is hand drier. While paper towel consumes a lot of paper, hand drier needs a lot of power. My question is, which is reasonable for preventing global warming?

アメリカで私はアメリカ人が本当にたくさん消費すると感じた。例えば、紙タオル。各公衆便所についていて、人々がたくさん使っている。対して、日本では 「ハンドドライヤー」が使われているような気がする。(私はTOTOに何ていうのか聞いたら、「クリーンドライ」と返した。)紙タオルは、疫学者によれ ば、バクテリアの繁殖を抑える有効な方法で、ハンドクリーナーもそうである。 紙タオルはたくさんの紙を消費するが、ハンドドライヤーはたくさんの電気を消費する。私の疑問は、どちらが地球温暖化防止に妥当なのか、ということ。

Women Magazines and Stock Prices

Stock prices will likely go down, stockbrokers say, when women's magazines take a topic of personal finance. AneCan says, "A Woman Strong in Money is Strong!", FRaU says, "Will Be a Woman Strong in Money!"

証券会社の社員によれば、女性誌がお金のことを取り上げれば、株価は下がるようだ。AneCanは、「お金に強い女は、強い!」、FRaUは「お金に強い女になる!」

On Immigration 移民について

Yesterday watching the news on TV that reported that Mr Abe would welcome immigrants hereafter, I said to myself that I was for immigrants coming into Japan. Soon my mom replied she was against that. I think that Mr Abe's proposal is so reasonable that Japan will keep its labor force from decreasing, while many Japanese also get worried that more immigrants will rob Japanese of their jobs.

The government, on the other hand, is struggling to have parents raise more children by introducing tax deduction or something, but it's not always easy for working couples to have more children. Immigrants, in contrast, can soon learn to speak its language and likely to work harder. My mom asked, "what if a Chinese newcomer robbed you of your job?" And I replied, "if my students like him or her better, I am happy to leave."

昨日安倍首相が今後移民を受け入れるというテレビニュースを見て、日本に移民が来るのは賛成だとつぶやいた。すると、私の母は反対だと返した。多くの日本人が移民が仕事を奪うことを心配する中で、私は安倍首相の提案は日本がその労働力を減らさないためにはとても合理的だと考える。

政府は一方で税制控除などで子供を多く育ててもらおうと躍起であるが、共働き世帯にとってそれは容易なことではない。移民は、対照的に、すぐに言葉を話し、一生懸命働く。私の母は「もし中国人が私の仕事を奪ったらどうする?」と聞くので、私は、「もし、私の生徒がその人がいいというなら、喜んで仕事を去る。」と答えた

On School 学校について

I have never been to good school. My high school, university, graduate school were all modest. Well, that means I was not a good student...

What I guess at while going round teaching schools is that eight or nine in ten students performing well are the ones of good school. Teaching good students is very beneficial to me because they care a lot and work hard.

On the other hand, students of modest school are modest as well. First of all, they are not proud of being there. I understand it well and it's the culture of such schools. Of course I can see good students in such schools, but it's quite rare. I understand that many parents want their children to go to good school. However, it's true that even good school never guarantees their success. Good people will succeed. Alas, let bygones be bygones. My conclusion is, school doesn't matter.

 

私はいい学校へ行ったことがない。高校、大学、大学院すべて中堅クラスだ。それは、つまり、私がよい生徒ではなかったということ。学校で教えていて思うのは、出来のいい学生の8,9人はいい学校の学生だ。 いい生徒を教えることは私にとって非常に有益である。 何故ならよく気を遣うし努力するからだ。

一方で、 中堅クラスの生徒は中堅クラスだ。彼らはそこにいることを誇りに思っていない。それはよくわかるし、そのような学校の文化である。もちろん、そんな学校でもいい生徒はいるが、本当に稀である。親が子供にいい学校に行ってほしいと思うのは分かる。しかし、 そんないい学校であっても子供の成功を決して保証しないことは事実だ。 いい人が成功するのだ。まあ、過去のことは水に流そうよ。結論は、学校なんて関係ない。

On Hiroshima and Emperor System  広島と天皇制

A political scientist Thomas Schelling once reasoned that Hiroshima had played a part to keep the long peace since WW2. The Emperor System, on the other hand, is thought to play almost the same part within the country. In this point there can be one thing that these two have in common: it is something that leads a pack of people into unity and order. It may be called 'fear' or something I don't know for sure. It is certainly by learning fear that we can learn nobility, importance of love, and how short life really is. No one is more scarey than those who don't know fear at all.


政治学者のトーマス・シェリングがかつて広島が第2次大戦後の長い平和を維持する役割を果たしたことを説いた。一方で、天皇制も同様の役割を果たしたと考えられる。その意味で広島と天皇制には共通項があるにちがいない。つまり、それは人々の一群を統合と秩序へと導いた何かではなかったか。それは恐れか何かだろうか。確かなことは、我々は恐れを知ることで、尊さを学び、愛の大切さを知り、人生の短さを知ることだろう。恐れを知らない人ほど恐ろしいものはない。

On Power Saving  節電について

Saving power has already been a big issue, especially since the Meltdown in Fukushima. If you are asked to save electricity, which slogan do you think works best or least?

Well, it may be too much to say that this goes well for your business, but in my experience asking differently will certainly make a big difference.

 


節電はすでに大きな課題であり、特に福島の事故からそうである。 もし節電を要求されたら、どの標語が最も効果的または効果がないだろうか。

3)節電してお金を貯めましょう
4)みんな節電していますよ   ( レビット・ダブナーの最新刊から)

これが商売に使えるというのは言い過ぎかもしれないが、小生の経験から確かに訊き方次第で大きな違いが出る。

On Gun Control 銃規制について

Yesterday's Yomiuri evening newspaper (04/06/2014) caught my eye: The root cause of Japan's being a gun-free society can be, a 400-year-ago military dictator, Hideyoshi Toyotomi.

In Japan no one shall possess guns and swords. Japan is said to be one of the safest societies in the world (Global Peace Index says Japan is 6th out of 162 countries). Dave Kopel of University of Denver says, "Hideyoshi decreed 'Sword Hunt' to ban possession of swords by lower classes. Since then Japanese people have been thinking that control can protect themselves and their society (Taro translates)."

I hear that fewer guns fewer crimes and it seems to me that Japanese people never doubt but believe it blindly, though it can't be cleared statistically. At any rate, I do not want to see people being killed with guns and I believe it's only we ourselves that can make our society safe and peaceful.

Postscript: Hideyoshi Toyotomi struggled to invade the Korean Peninsula and killed hundreds of Korean people. I do not think that he was a pacifist.
 


読売新聞(2014年6月4日)の夕刊に目が留まった。日本が銃社会でない根本の理由が400年前の武将豊臣秀吉かもしれない。

日本では銃や刀を所持してはならない。日本は世界で最も安全な国だと言われている。(ある指標では162か国中第6位で安全だという) デンバー大学のデイヴィッド・コペル氏は「秀吉は下級の人々の刀の所持を禁止する『刀狩り』を行った。それ以来日本人は規制が自分たちとその社会を守ることができると考えてきた」

銃がなくなれば犯罪が減ると言うが、統計学的に明らかでないのに、日本人はそれを信じて疑わおうとしない。 いずれにせよ、 人が銃で殺されるのは見たくないし、社会を安全で平和にできるのは我々だけだと、僕は思う。

後記:豊臣秀吉は朝鮮半島を侵略しようとし、何百人の朝鮮人を殺害した。彼は決して平和を愛する人ではなかったと思う。
