Christina Romer on Japanese Monetary Policy

Christina Romer speaks about the recent Japanese monetary policy and she insists on the importance of the regime shift of monetary policymaking at the time of deflation and stagnation.

While I read it, I find that Mr. Kuroda, the governor of BOJ, tried the regime shift.

Romer does not know if Mr.Kuroda's monetary policy will work, but she says that the regime change was the key factor to the recovery from the Great Depression of the 1930s.

Her report is very important in that she puts emphasis on the role of regime shift in macroeconomic policymaking.

A US Congressional Report

I have read the US Congressional Report for the first time:

This caught the attention of the Japanese Press:

"Comments and actions on controversial historical issues by Prime Minister Abe and his cabinet have raised concern that Tokyo could upset regional relations in ways that hurt U.S. interests. Abe is known as a strong nationalist."

The Press especially likes 'Abe is known as a strong nationalist'. And so what? 


Japan has a weak political structure(especially divided parliament) and economy. The people get older and older, and get tired of their rigid politics. Japan needs to tackle such challenges. Well said!

Romer on Inflation Targeting

The Bank of Japan has acceped the inflation targeting as a new monetary-policy framework, which has said that it will double the monetary stock in two years and that it will reach 2% of the rate of inflation.

David Romer, the famous author of the graduate textbook, 'Advanced macroeconomics', talked about the inflation targeting;

Concerning monetary policy, inflation targeting appeared to be a wonderful framework for its first fifteen or twenty years. But we have now had an extended period where it has shown itself incapable of providing aggregate demand at the level that is widely recognized to have been needed. So it seems important to think about whether we should have a different framework for monetary policy. 

日本語訳: 金融政策に関して、インフレ・ターゲティングは最初の15年か20年は優れた枠組みのように見えたが、もはや金融政策が必要だと広く認知される水準まで総需要を引き上げることが困難な時期に来ている。金融政策について違った枠組みを考えることが重要であるように思える。

アホノミクス(1)

金融政策とは世の中に出回るお金の量を調整することであり、(1)景気安定、(2)物価安定、(3)金融の安定、以上3つの役割があるとされる。

報道では、(1)の役割ばかり強調される。今日の日銀は(2)と(3)を重視している。物価が高騰すればお金の量を減らし、銀行が破たんしそうであれば信用不安を未然に防ぐ。

今日のアベノミクスは、(1)でデフレ脱却を狙っているが、金融政策に果たしてできるか。


10年前に100兆円もの財政をつぎ込んだ政府は、持続的な景気拡大を起こせただろうか。

「アホノミクス」とは、財政で景気浮揚に期待するあっぱれな期待感、国民の生活を犠牲にして景気を浮揚させることを是とするおめでたい主張のことである。

これから、このアホノミクスを語っていきます。

More Responsibilities, Less Independence

Financial Times: Downturn erodes central bank independence.

the downturn has weakened their operational independence as it has left them filling in for governments unable, or unwilling, to prevent an economic slowdown, a report, due to be published on Tuesday, has said.

Central banks have taken more responsible for stabilizing the economy and undergone more political pressure from the government.

People are now expecting for the power of central banks managing and controlling the financial markets and thus the national economy and they cant ignore it any longer.

The questions to this problem is,

(1) Does this matter? To whom? Does it go without saying "So what?"?

(2) Any negative effect on the economy and the people's lives? Say, higher prices or higher interest rate, or something?

(3) What does "independence" mean? Why do central banks need their operational and instrumental independence?

Mankiw on World Economy

Prof. Mankiw, one of my role models, talks about the world economy. Already more than one year passed since it came out, it is still worth reading carefully: Four Nations, Four Lessons

(1)Zimbabwe: Printing money too fast results in hyper inflation.

(2)Japan: Increasing the govt. spending results in the deficit and debt.

(3)Greece: Keeping the government large results in higher interest rate and default.

(4)France: Making the public welfare better results in higher tax and less work. 

After all, stabilizing the national economy is, at any rate, pricey.   

日銀の独立性を守ること

安倍晋三首相は1月26日、世界経済フォーラム年次総会(ダボス会議)関連会合で、

「安倍政権に課せられた使命は、デフレから脱却し日本経済を再び成長軌道に乗せることだ」

と語り、その上で、金融政策について、

「政策手段は日銀が独立して行う。中央銀行の 独立性の維持はいささかも揺らいでいない」

と述べ、日銀の立場を尊重する考えを強調した。(時事通信)


日銀の独立性とは、小生の解釈では「国債の直接引受」からの独立ではないかと考えている。これまでの金融史から明らかなのは、中央銀行が戦争などの戦費調達の国債を引き受けることで、インフレを招来してきたことである。日本では、第2次大戦後のインフレがそれである。

中央銀行の独立性が高いほど、物価が安定しているというBarroらの指摘もある通り、独立性を守ることが、日本の通貨円の価値を守り、国債の価値・信用を維持し、強いては日本の政府への信用を担保し、民間の資本主義経済を安定化することにつながるのではないだろうか。

しかしながら、小生「中央銀行の独立性」についてもう少し掘り下げて考えてみる余地がありそうだ。

日本銀行の独立性

日本銀行の独立性について、

過去の各国の歴史を見ても、中央銀行の金融政策にはインフレ的な経済運営を求める圧力がかかりやすいことが示されています。

物価の安定が確保されなければ、経済全体が機能不全に陥ることにも繋がりかねません。

こうした事態を避けるためには、金融政策運営を、政府から独立した中央銀行という組織の中立的・専門的な判断に任せることが適当であるとの考えが、グローバルにみても支配的になってきています。

この文面、読めば読むほど難しい。特に2点について、

(1) 中央銀行の金融政策にはインフレ的な経済運営を求める圧力がかかりやすい

(2)金融政策運営を政府から独立した中央銀行という組織の中立的・専門的な判断に任せる

しかしながら、 例え専門的・中立的な判断に任せても、インフレ(物価の持続的騰貴)にならないという保証がない。その保証はどこにあるのだろうか。

政府の圧力を払いのける能力が高い「専門的な人々」なら良いかもしれないが、ここでいう「専門的」とは「金融政策運営に長けた」ことをいうのであろう。金融政策に秀でた人が政府の圧力を払いのけることにも秀でている、とは限らない。

日本銀行の「独立性」とは、いったい何を守り、何をもって物価安定に寄与するというのだろうか。この点をもう少し明確にする必要がある。



桜宮高体罰事件について

桜宮高は大阪では名門校の一つ(ちなみに、あの公文式の創始者公文公は桜宮高の数学教師だったらしい)で、教育への信頼も厚い。

思うのは、長い歴史の中で似たような事件はなかったのだろうか、ということ。
一部報道によると、学校や教師をかばう保護者や生徒もいるようである。「名門」・「伝統」というブランド(プライド?)が生徒、保護者そして教師をして「グルを生みだし、グルをかばう信徒を作り出している」感が否めない。

グルに刃向えば「仲間外れ」・「無視」という罰が与えられる。違う文化を持ち込めば悪者とののしられる。「教育」ではなく「矯育」として「信徒」や「グル」を「輩出(排出)」する。
何もこれは桜宮高に限ったことではなく、大なり小なり「教育」にはつきまという問題ではないだろうか。

今回の橋下大阪市長の入試停止は正しい決定である。生徒がかわいそう、教育に政治を持ち込むな、という人もいようが、桜宮高は市が管理する学校で、統廃合を決めるのは市の役目である。もしそれを言うなら「朝鮮学校への助成停止」はどうだろう。これこそ政府の教育への介入である。

桜宮高であれ、朝鮮学校であれ、グル(体罰教師、または金親子)への信徒を排出する教育には助成できないことを行政側の意思として明言した点は、いずれも評価に値するだろう。

野口悠紀雄氏のインフレターゲット論

インフレターゲットで経済活性化はできない、という野口悠紀雄氏。

第一は、「実質利子率の低下を通じて投資支出が増加する」というものだ。この考えの基礎となっているのは、次の式だ。
名目金利=実質金利+物価上昇率
最後の項の物価上昇率は、将来の予想値(期待値)である。そして、これが高まると、実質金利が低下し、投資が増えるというのである。

ここまでの文言はよい。しかし問題は次だ。


確かに、住宅ローンなどを固定金利で契約している場合には、左辺が固定されているので、物価上昇率(の予測値)が高くなれば実質金利は低下する。しかし、このローンは過去になされた住宅建設に係わるものなので、実質金利が低下しても、それで投資が増えるわけではない。

「実質利子率が低下して投資支出が増加する」ことはない。小生はこのような文言を初めて聞いた。

投資というのは、将来の消費活動に向けて行われるいわば蓄え(貯蓄)のことである。

これは一般に実質利子率の変動を受けて変化する。

仮に物価の上昇期待が生じれば、その時点で実質利子率は変化するが、ローンの額、またはそれによって現時点までに行われた住宅の建設戸数は変化しない。

しかし、実質利子率が変化した時点において、「家でも建てるか」という需要が、ローン返済の実質負担の低下(これが「実質利子率の低下」という意味)により出てくる。

実際、物価が上がらないうちに家を買おうという需要が増える。

「実質利子率が低下して投資支出が増加する」というのは、過去の時点でのすでに起こった需要ではなく、「今期から来期にかけて」起こる需要の話である。

しかし、野口氏は続けて、

「デフレが予想されると需要が減る」というのも、「インフレ期待が高まれば支出が増える」というのも、誤りだ。インフレ期待の上昇に合わせて名目金利が上昇するので、いつ買っても実質的に同じものが買えるのである

確かに、IMFの国際的な比較統計を見ても、インフレと名目利子率はプラスに相関し、ほぼ1対1に対応している(マンキューのマクロ経済学に載っている)。 しかしながら、固定金利であれば名目利子率は頻繁に変更されない。よって、実質利子率は名目利子率が変更される期間までに変化する。

実質利子率は究極的には経済の生産性により決まってくるが、名目利子率が固定していれば、インフレ期待が高まることにより低下する。

On Quantitative Easing

This video (and this guy) is talking about what the quantitative easing is and what its difference is from the other traditional monetary policy, target lending rate.

FRB or Fed, the central bank of the US, plays an important role: it makes monetary policy to create money that people spend on goods and service.

(1)Zero target lending rate(ゼロ金利政策)

This policy is to lower the interest rate at which private banks lend money to each other. Now they can borrow money at the lower rate: it gets easier for them to lend money to business people. Thus they are more likely to borrow money from banks because the rate is lower than before.

However, private banks usually prefer buying safer assets (the treasury bills) to lending business people money (riskier assets). Therefore they don't lend more money to business people but buy more treasury assets.

(2)Quantitative Easing(量的緩和策)

This policy is to buy the assets that private banks hold and the treasury bills. Then private banks now can have more money at the very low cost and they are less likely to buy the treasury bills.

The difference from zero-rate policy is, the Fed buys the bills and the rate the bills offer gets lower and lower. Thus private banks are more likely to lend more money to business people.

The US Economy: Back to the 1930s?

Recently I've been more careful of how the world macro-economy evolves. Especially it seems to me that the US economy is going back to the 1930s' Great Depression.

I might have been much influenced by that very serious New York Times' columnist, but while just looking at the data of the FRB (the central bank of the US), we can see how much the quantitative easing (QE), FRB increasing the money is stabilizing the US economy:

(1) Monetary base (the money that FRB can directly increase): since the Lehman shock of 2008, FRB has increased so much of it.

(2)M1 money stock(the money that was once called money supply and that FRB cannot directly increase): since then it has been increased gradually.

(3)M1 money multiplier(the ratio of the money stock to the monetary base,
money stock/monetary base, that FRB cannot control directly either): interestingly it has been decreasing since the bankruptcy of Lehman Brothers, and been crawling below 1. That is, though FRB has put an extremely large amount of the monetary base, the money stock has not increased so far more than had been expected.

(4)Velocity of M1 money stock (the number of times one dollar is used to purchase final goods and services included in GDP): Following the declining money multiplier, it has been also decreasing since the Great Recession of 2008, which means that the American people spend less than before.

The point is, as Milton Friedman and Anna Schwartz(1963) saw the Great Depression of 1930s, that a great rise in the monetary base, though we can see a gradual increase in the money stock and we can conclude that an increase in the base money increases the money stock, results in a fall in the money multiplier and the velocity of the money stock.

Some pundits say, the solution to a deep recession is, Friedman and Schwartz suggested but I am reluctant to agree, FRB increasing much base money.

Until now the modern US economy looks like that of the Great Depression of 1930s and we have to look more carefully at how it is going to be. Will the QE work well? Tomorrow never knows.

リフレ派への鎮静剤

リフレノミクス
経済学とは実につまらなく、しかし実に人を夢中にさせる。

この20年間、日本の停滞は日本人の生活だけではなく、精神にも重大な影響を与えた。日本人を取り巻く閉塞感は、新しい言説の登場を待望させるのに実に好都合であった。

このような中で、「リフレ派」という宗教が誕生した。この宗教は、日本経済の停滞は「中央銀行たる日本銀行のベースマネーの拡大によるインフレ策によって日本が復活する」という実にテクニカルに聞こえて、まったく実体を伴わない教義から成り立っている。

この宗教をここでは「リフレノミクス」または「リフレ派」と呼ぶ。

この10年小生もこの宗教の教義に長らく悩まされた。しかし、そろそろリフレ派に疑義を提示する時ではないのだろうか。

この教義の真偽を世に問い、まっとうで冷静な国民的議論と関心を形成する時ではないのか。

勧善懲悪の経済学
まずリフレ派の論点を整理しよう。経済評論家の勝間和代によると、

「日本の長期停滞の原因はしつこく続いている「デフレ」という現象です。経済というのはモノとお金のバランスによって成り立っています。しかし、お金の供給を長いこと怠ってしまうと、そのバランスが崩れ、お金が極端に不足します。」

と続き、

「人々はモノよりもお金(紙幣=印刷された紙)に執着する現象が発生するのです。この現象がデフレです。人々は紙幣(=印刷された紙)を欲し がってモノを買いません。モノが売れないので企業の業績は悪化し、失業が増え、若年層が定職に就くことができず、世の中に悲観ムードが広がっています。」

と日本経済の現状を指摘する。そして、その対策として、

「デフレと円高を解消する唯一の手段は、政府と日銀が協調して貨幣量を正しい形(非伝統的なオペも駆使して)で増加することです。」

という。この文言こそ小生の言う「リフレ派」の「教義」である。

これをよく読むと、日本の長期停滞を作った元凶は、それを今まで放置した政府と日本銀行である、と見える。

リフレ派は他に、岩田規久男、上念司、浜田宏一、飯田泰之、田中秀臣など枚挙にいとまがない。先の勝間氏もその一人である。

彼らは一様に、『日本経済の停滞は「日銀の無策」である』というマントラを唱えている。この教義から、『貨幣を日銀はばらまくことで日本は復活する』という法を世に広めている。

この法の内容は果たして本当なのか。

実に20年に及ぶ経済停滞・長期不況は日本人の心の中に、「長期停滞の『悪者』を退治することが、この停滞から抜け出られる」という、日本人が好きな「水戸黄門」に代表される純粋な「勧善懲悪」を芽生えさせてしまった。悪者を退治すれば万事解決。その悪者こそ「日本銀行」だという。

この純粋かつ単純な勧善懲悪こそが、リフレ派の布教の原動力になっているといえよう。

リフレ派の始祖はだれか
リフレ派の始祖は、ポール・クルーグマンであるだろう(もっと遡ればミルトン・フリードマンか)。日本語版はこれである。

彼は純粋なラムゼーモデルを使い、

「実質利子率をインフレ期待を起こすことで低下させ、1人当たりの実質生産(消費)量を増やせる」(フィッシャー方程式: 実質利子率+期待インフレ率=名目利子率)

即ち、インフレにより国民所得を高める、景気を良くすることを指摘したのである。
 
しかし、このモデルそのものに問題はないだろう。クルーグマンは、一般向けにもう少し簡単なモデルで説明して見せた。少し長いので端的に話そう。

ベビーシッター経済学
 クーポン券と引き換えにベビーシッターを人々の間でやり取りする地域を考え、これをマクロ経済とみなす。実に明快なたとえ話である。

このモデルのオチは、「クーポン券を地域に撒くことにより、この地域のベビーシッターのやり取りが活発化し、景気が良くなる」というもの。

実に単純な帰結であるが、経済モデルの仕組みを教えてくれるいい教材でもある。しかし、問題が2点ある。先のクルーグマンのモデルでもそうであるが、

(1)なぜ、ひとはあるときを境にクーポン券を使わなくなるのか
(2)本当にクーポン券をばらまけば、ベビーシットはより活発に行われるのか

という問題が付きまとう。リフレ派の教義はこれらの点に全く答えていない。

(1)については、大した問題でないかもしれない。「心理的な不安」が地域に蔓延することにより、クーポン券を控えておく人々が増えた。すなわち、クーポン券に対する「需要」が増えてしまい、いわゆる「流動性の罠」に陥ってしまった。 この「罠」を克服するためには、

(2)のような「クーポン券をばらまく」ことが解決策だと、クルーグマンは言う。

クーポンをばらまけば、人はクーポンをどんどん使う。少しテクニカルに言うと、

「クーポン券をばらまくことで、クーポン券の価値を減じ(インフレ期待を起こし)、クーポン需要を減らし、ベビーシットを増やす」

実はこの点は先のラムゼーモデルの帰結と一致する。すなわち、

クーポン券から将来得られる価値(将来のベビーシットから得られる価値の裏づけがあってのことだが)が今日のベビーシットの価値との比較により測られる。これがこのクーポンの実質利子率であり、それを低下(または名目利子率を上昇)させることができれば、今日のベビーシットを増やせ、地域の景気を良くすることができる。

そのキーこそが、インフレ期待だというのである。

リフレ派は、このクルーグマンの一連の議論を自ら解釈し、クルーグマンも期待インフレを起こすことをクーポン、貨幣量の増大により可能だとした

「クーポン券をばらまき、インフレ期待が起こって、景気はよくなる」という教義がここに誕生した。

リフレ派も90年代バブル崩壊後、岩田規久男をはじめ、90年代後半は田中秀臣、2000年代後半リーマンショック後は飯田・上念など不況のたびに竹の子のように出没した。

リフレ派は「我こそは正しい経済学」だという。リフレ派の教義のどこに問題があるのか。

貨幣を増やせばインフレが起きるか
問題は、「どのようにインフレ期待を起こせるか」である。

リフレ派は日銀が貨幣(ベースマネー)を市中にばらまくことで起こすことができるという。そうすれば、人々は将来インフレになると考え、今日商品を買いあさり(オイルショック時のトイレットペーパ―事件のように)、物価が引きあがるというのである。こうなれば、商品の生産は増え、景気はよくなる。

貨幣にはベースマネーとマネーストックの2つがあるが、日銀が操作できるのがベースマネー、民間銀・民間非金融が操作できるのがマネーストックである。日銀はベースマネーを増やすことを通じてマネーストックに「間接的」に影響を与えることができる。この点は非常に重要で、かの1930年代の大恐慌時、米国のFRB(日銀に相当)はベースマネーを増やしたが、マネーストックは増えなかった。

実に明快であるが、この議論の問題点は、

「ベースマネーをばらまくことにより、期待インフレが高まる」

という前提である。この前提は実に疑わしい。

まず、基本のおさらいだ。我々の持っている貨幣(マネーストック)は現金と預金からなり(1)民間の銀行、(2)日本銀行で作られている。

日本銀行(日銀)が貨幣(ベースマネー)を増やすには、民間銀の預金(準備預金)に貨幣を積み増す。このとき、日銀は積み増す貨幣額価値に等しい債券を民間銀から購入する。これを「買いオペ」と呼んでいる。

ところが、近年は民間銀は法律が定める以上の預金を日銀に預けている。すなわち、買いオペをしても、日銀への準備預金国債の残高が増すだけなのである。

我々の手元には貨幣(マネーストック)が一向に届いていない。この貨幣による商品取引が商品価格を変化させる。貨幣が増えれば、勝間氏が言うように物価は上昇する。

民間銀は我々から預金を募って、貸付を生業にしている。その時、民間銀は我々の預金の一部を日銀へ預金する。この預金を民間銀が出し入れして、貸付・振替をやったり、国債・社債などを購入(これも貸付の一種だが)している。これを通じて、民間銀も貨幣(マネーストック)を増やす役割を担っている(信用創造という)。

しかし、民間銀は民間企業などへの貸出を増やしていない。貸出を増やせば、貨幣は我々の手元にいきわたるはずだが、そうなっていない。

民間銀にとって、貸出を増やすとそれに相当する預金を持っておく必要がある。この貸出こそ銀行の資産だが、この貸出の資産価値が下がる、すなわち貸出した債権が焦げ付くなどが起こると、銀行の負債である預金の引き出しに銀行が応じれなくなる。銀行は超過債務に陥ってしまうのである。これは銀行経営にとり非常に大きなリスクである。

このとき、預金保険や日銀などによる救済措置が待っているが、銀行経営者の責任が問われるなど生易しいものではない。日銀による貸出(日銀にとっては資産)もそれ相当額の負債(準備預金)の裏づけがあって行われる。

インフレ・GDPは増えていない
ポイントは、日銀はベースマネーを増やし続けているが、

(1)貨幣(マネーストック)が増えていない。
(2)期待インフレ(これは直接グラフでは見られない)物価は上がっていない
(3)生産量(名目GDP)も増えていない。

その分かりやすい証拠として、東大の岩本氏はこのことをグラフにして見せている。岩本氏が指摘するように、これが貨幣需要の非常に大きい「流動性の罠」の状態であるという。

このグラフから、貨幣をばらまくと物価が上がり景気が良くなるという教義は破綻している。

確かに経済学の教科書では正しいかもしれないが、貨幣に対する需要が非常に大きい「流動性の罠」に陥れば金融緩和(貨幣の増加)は効果がない。

リフレ派は、
(1)もっとベースマネーの量を増やすべき
(2)期限と制限を明確にし、アナウンスをして人々の期待に働きかけるべき
などと言おうが、いずれにせよここ10年間の経験は「マネーを増やしても物価・GDPは増えない」ことに変わりはない。

リフレ派の田中秀臣氏は、

「リフレ派をつぶしたいという政治的あるいは個人的な思惑が先行しているこの状況こそ、日本を20年停滞させている、根拠なき妄想だ。」

と断言しているが、果たしてそうなのだろうか。別の角度から物事を見る余裕がなくなって、勧善懲悪が先行する状況こそ、日本を停滞させている原因であり、結果ではなかろうか。

【覚書】円安、株高、インフレと好景気

株価の上昇は景気回復の予兆?!
某大学の経済学部の編入学試験で

「為替レートと日本のあるメーカー(輸出産業)の株価のグラフについて、考えられることを述べよ」

という問題があった。確かに、それは円高になればそのメーカーの株が下がって見えるグラフだった。が、この場合円高は輸出産業の利益を下げ、その株を下げると答えてよいのか。本当に、「円高は輸出産業の利益を下げ、株を下げる」のか。この点を考えよう。

(1) 円安⇒輸出増加(マーシャル・ラーナー条件を満たすとき)

という点はよい。

(2) 輸出増加⇒輸出産業の利益増加

これもよい。しかし、

(3) 輸出増加⇒株価上昇

という点は、多くの人々は認めるかもしれないが実に怪しい。

株高と実体経済は別
例えば、

「あなたは死体を目にした。そこに警官がやってきた。警官は、『お前がやったんだろう!』といって、あなたを逮捕した。あなたは『僕じゃない・・・』と返す。」

この文だけを見れば、あなたが人殺しかどうかわからない。ただ人が死んでいるのを見ただけ。これを、

 「あなたは輸出産業の株高(死体)を見て、買った(目にした)。そこに別の投資家(警官)がやってきた。投資家(警官)は、『円安だから株を買った』(『お前がやったんだろう!』)といって、その株を買った(あなたを逮捕した)。あなたは『株が上がってたから買っただけ』(『僕じゃない・・・』)と返す。」

すなわち、あなたは株を買った理由が「円安による産業の利益増加を見て買った」というよりも、「株価が上昇しているのを見て株を買っただけ」となる。あなたはあなたの前の人も「株価が上昇しているのを見て株を買っただけ」の人かもしれないし、その前の人もそうかもしれない。

たとえ、その中に輸出産業の財務諸表をしっかり見て株を購入した人(機関投資家など)も含まれようが、むしろ株を買う人はあなたのような人(個人投資家など)かもしれない。

つまり、株が上昇していることが、企業の輸出増加による利益増加を反映し、将来景気が回復することを予知しているとは限らない。すくなくとも、株高が景気回復ではなく、株高そのものが株高を作ったかもしれない可能性がある。(輸出増加が景気を回復するかについて、内需が一定ならば、増加分だけ国民所得は増加する。)

円安の正体とインフレ
為替レートの変動は、期間の短い方から順に、①内外金利差、②経常収支、③物価の3点で説明がつく。

円安は、インフレがまだ進んでいないことから、日本の金利が低いことと経常収支赤字の結果(純輸出<0⇒円安)と考えるのが妥当である。もちろんインフレになれば円安にもなる(外国のインフレ率との兼ね合いだが)。

インフレを起こし、円安に誘導し、輸出を増やし、景気を回復する。途中株高により資産効果から消費や投資が増加し、それが国民所得を増加せしめ、景気をさらに押し上げる。

いいこと尽くしだが、このとき日本の金利が上がればどうなるか(金融緩和時は上がる可能性はないが)。輸出が伸びなければどうか。問題はインフレまたは円安がそう簡単に起きるかどうかだ。(この点は次回)

デフレスパイラルの意味
インフレにすれば景気が良くなる。この議論の背景には「デフレスパイラル」という問題があるように思う。

「デフレにより、企業の売上、利益が減り、人々の賃金が減って、消費が減り、景気が悪くなる」

つまり、

(4)デフレ⇒景気後退

という図式が成立する。これは正しいだろうか。

まず、デフレ・インフレはあくまで指数で、モノの価格そのものではない。そして、デフレそのものが不況の原因ではない。もしそれが真ならば、「インフレが好況の原因」となる。それでは、スタグフレーション(インフレ+不況)をどう説明しようか。

米国の教科書にはデフレスパイラルの文字がそもそもないのが事実で、「デフレスパイラル」がさす内容そのものに疑問が残る。

小生の知る限り、フィッシャーの「負債デフレ」論が「デフレスパイラル」論の指す内容を理論的に支持しているように見える。

『人々が将来デフレになるだろうと考え、今の実質利子率が上昇する。これが民間企業の投資を締め出し、総需要が減退(将来返す負債の額が大きくなるので、借金して設備拡張しなくなる)。よって、国民所得(と物価)が減少する。(マンキュー『マクロ』11章)』

この点から進めると、名目利子率を金融政策で下げようともすでにゼロ金利で下げられず、実質利子率のみが上昇、貨幣需要が上昇し「流動性の罠」が実現する。日本がその罠にあるかどうか議論があろうが、ここから抜け出るために、インフレターゲットでインフレ期待を起こし、実質金利を押し下げ、国民所得を引き上げる。これが「アベノミクス」と呼ばれる政策のねらいであるかもしれない。

大学院進学を考えているあなたへ

唐突だが、経済経営系の大学院進学を希望する人々へ4点だけメッセージを送りたい。

小生は2003年から2005年まで、旧帝大の経済学研究科へ進学した。将来は学者になろう、またシンクタンクへ就職しよう、といった希望はなく(厳密にはシンクタンク希望だったが、競争が激しかった)、ただ「経済学を学びたい」という素朴な思いからであった。

だが、進学して思ったのが、まず授業について行けない。学部は経済学部であったが、それと全く違う。準備不足もあり、大学院への進学理由が、今から思うと幼稚だった。斯様な反省も踏まえ、以下思うところを述べた。

教訓1:入念な準備をすること

(1)英語
大学院の経済学は英語を使う。専門洋書に基づき授業が行われる。英語が読めないと、教科書が読めない。教科書が読めないと、授業について行けない。

幸い、私の通った大学院はmicroはVarian(1992), microeconomic theory, macroはBlanchard and Ficsher(1989), lectures on macroeconomics or Romer, advanced macroeconomicsで、邦訳がそろっていた。 英語が苦手でも救われる。が、しかし、英語を読む力は、大学院での学習度合いを左右する。洋書の方が良書が多いのは事実で、和書も良い本が増えてはいるが、選択肢は大幅に狭まる。

(2)数学
経済系学部以外からの進学者を想定して、近年ではmath campなるものが授業開始前に行われ、数学の基礎が教えられる。しかし、経済学の学習には3つの数学的素養が欠かせない。

①等号/不等号制約条件付き最適化(ラグランジェ/クーン・タッカー)
②動的計画法(DP)と最大値原理(ハミルトニアン)
③位相数学の初歩

①はVarianに載っている。②は近年関連書籍が本当に充実してきた。しかし、これらはできれば入学前に習得した方が良い。入学後、大学院生から教わるのも手だが、多くは望めない。ある程度自分で勉強したうえで、年長の大学院生または先生から教わる方が良い。話もうまく運ぶはずである。小生は残念ながら、これらを全く知らずに授業を受け痛い目にあった。

③は、私が大学院を出た後に重要であることを実感した。③は高校数学でいう論理集合である。とくにコンパクト集合上における点列収束など、最適解を割り出す前提条件を知ることは、理論系・実証系・政策ビジネス系問わず等しく重要である。

もし、経済の数学をもう少し基礎から勉強したいなら、高校数学 第4巻 数研出版 がおすすめである。

そもそも理論系であろうがなかろうが、「大学院で経済学を学びました」というならば、分離超平面定理について、証明はともかくも簡単に説明できることは必須であり、専門書に載っていることは、一通りある程度の水準で解説を行うことができるようになることが重要である。

世間の人は、「●●大学経済学修士号取得」という肩書を見て、経済学の見識があると見る。
当然のことだが、そこで深刻な誤り(誤りは学者研究者にも付き物だが)を犯せば、修士号とそれを与えた大学の名誉が傷つく。

以上、2点は留学を考える人にも同様に当てはまる。

教訓2:相談できる人を持つ

どこの世界も重要なのは人間関係である。我々は社会的な生き物であるのだ。

(1)話ができる人を持つこと
確かに「大学の先生になる」という共通目的があれば周りとすぐに仲良くなれるが、小生にはそれがなく、サラリーマンになるという人とも仲良く振る舞えなかった。

日本の大学院は現状「大学教員養成大学」である。さもなくば「職業人養成大学」である。いわゆるMBA大学院などは後者に該当し、科目も資産税法基礎などかなり実践的なラインアップである。しかしながら、旧国立大学院は、たとえ後者のような大学院を装っていても前者である。

よく考えると、教員がほとんど企業官庁出身ではなく大学の先生ならば、「職業人養成」なんてそもそも無理である。「料理評論家に寿司を握れ」と言っているようなものである。寿司職人になりたいなら、すし屋に修行するのが筋である。この観点から言うと「職業人養成」とはそもそもおかしい話である。

もし、目指す方向が大学教員でも職業人でもなければ、私は大学院での生活は非常に窮屈だと思うが、その窮屈な思いに耳を傾けてくれる先輩なり同僚なりがそばにいれば、それは非常に救いである。しかしそれは逆に自分がほかの院生の話を聞くことができる器量があってほしいことをも意味する。

また、これが重要なのだが、勉強で分からないところがあれば、まずは人に聞くことが重要である。ある企業の社長が「仕事ができる人」とはどんな人かについて話していた。「分からないことを本で調べる人」は落第である。「周りの人から上手く聞き出す人」が「仕事ができる人」だという。これは院生の出来不出来にも大いにあてはまる。

(2)いろいろなバックグランドを持った人がいることを理解する
フリーターをやって進学している人、会社員・公務員だった人など、大学院への進学者はさまざまである。それなりの理由を持って勉学に励んでいる。

彼らは決して自分に対して当たりはよくないかもしれないが、一人でも多くの院生が「人それぞれ色々な背景と事情を持つ」ことを理解していれば、院生を取り巻く雰囲気は多少変わってくる。研究や勉学にも幅と奥行きが出てくる。何事も大きな気持ちが必要だろう。

教訓3:授業に集中する
授業の進度は一般にすごく速い。授業シラバスに則り予習を進められるならよいが、そんな余裕はないだろう。宿題をとにかくこなし、復習をし、中間・期末試験を落とさないよう日々訓練することが重要である。そのためには2点必要である。

(1)先生の話をよく聞く
基本的だが、失敗する人の多くはできていない。皆さんの受ける授業が、分かりにくく回りくどい解説の授業かもしれない。教科書の文言を復唱する授業かもしれない。とにかく速い口調で追いつかない授業かもしれない。

いい先生に出会うことほど幸運なことはない、と実感することがしばしばだが、その授業で単位をとるなら、授業を統括・運営する先生の言うことに従わなければ、単位は取れない。

先生のお勧めする教科書と違う本を読んでいては成功はしない。副読本ばかり眺めていては、理解は深まらない。授業が理解できなければ、周りの院生か、先生に質問すればよい。

何を質問してよいか分からないという人は、そもそもその授業が何を教えているのかを把握できていない証拠である。先生が話している単語、数式、定理などをメモし、自分なりに「今日は選好理論の…の定理についてだな」と理解し、その要点がかわからないならそこで先生に質問すればよい。

(2)教科書は読むな
逆説的だが、教科書が指定されているならそれを読むべきかもしれない。が、授業では先生の話をまず第一に聞くべきである。また、資料・レジュメがあるなら、それを優先して目を通し、理解に努めることが肝心である。

よく授業に出ないで、教科書をひたすら丹念に読む学生がいるが、失敗する可能性は大きい。本当に教科書通りでやる先生なら良いが、たいてい院生への授業は論文などが与えられるのが普通で、教科書は一般的な概要(つまり底が浅いか、幅が狭い)しか説明されていない。

自分の理解を先生の理解にできるだけ近づけるようにすることが必要である。先生が重要だということよりも、重要だと主張する理由は何かに耳を傾けよう。高い授業料を払って大学院に入っているなら、とにかく先生の言葉、理論への理解、授業を優先せよ。課題を優先せよ。レジュメを優先せよ。教科書の読解は時間がなければ不要だ。

教訓4:選択肢を持つ

小生は現在予備校講師、フリーター生活である。男一匹なら十分に食えるだけの収入はあるので、今は困っていない。それって不安でしょ?って聞かれることがあるが、近年会社勤めしても不安定である。一部上場または官庁に勤めていた方がよっぽど収入も生活も楽でしょう?って言う人もいるが、自由で気ままな生活を好む小生にとって、時間も余裕もあり、今の身分は「それなりのコストを支払った上での」身分である。他人がとやかく言う問題ではない。

しかし、考えてみれば稼ぎを得る仕事をするうえで、「選択肢を持つ」ことは非常に重要ではなかろうか。「何か得意なものがある」といってもよい。職業的な技術だけではなく、何か好きなことがあることは重要である。自分は経済学と英語の両方を駆使して講師家業を営んでいて、大学院で学んだことは必ずしも無駄にはなっていない。むしろ、大学院を出て証券会社に就職した人よりも大学院で学んだことは糧になっている。

決して高い学費を溝に捨てていない。 しかし、もう少し上手く大学院での勉学を進める方法はあったのではないかと悔やんでいる。

時間を有効活用できなかった、準備不足、分からないことをとことん突き詰めて考えるエネルギーに欠けていた、など反省点は目白押しである。

何者になるかよりも、何をしたいか。この点を良く考え、選択肢を持っておく。大学教員を目指すあなたも、それは悪くないが、他の選択肢を持っていた方が良かろう。

夢や希望は持っておくべきである。それは追いかけるものではなく、日々の生きる糧である。金を稼ぐことも重要だが、生きていることの実感も重要であるし、それは宝である。何をしたいかを考え、大学院での勉学に励まれたい。そして、その勉学を十分に生かすべきである。その気持ちは自己の研究にも影響を与えよう。

以上は、何よりも私自身に向けたメッセージでもある。勉学する心を忘れてはならない。新しい見方を切り開くという、大それた思いを抱き続けることは重要だと思う。

On Abenomics

Right-Wing Hours?
At the end of this year we had the new Prime Minister (PM) Shinzo Abe, who was once the PM, and it's time to talk about his politics. Mr. Abe is said to seek for two kinds of economic policy: monetary expansion and large public spending, which they call grossly "Abenomics".

I would like to focus on what is called Abenomics, what it is and what and whom we think it will affect. However, I don't focus on his political philosophy, especially on his view of the territorial and historical issues that Japan is now having with China and Korea, which has also been paid attention to.

For almost 20 years the Japanese economy has been stagnant and the people, especially the young people, have been said to be getting insular and narrow-minded; They are seeking for relatively stable and secure job like the government and for a relatively calm and quiet life. They don't like luxury but moderation. They don't want any promotion and advance in their workplaces.

They are sometimes called the "Grass-eating people", which may imply what is behind the "Japan Moving Right", or what made Japan conservative, as once the Washington Post and Times reported.

For those who stick to the golden memory, JAPAN AS NO 1, once a byword of the 20-years-ago booming Japan, this time should be the one to be beaten and broken up. Mr. Abe looked like a hero to play such a role whereas the ex-PM of the Democratic Party, Mr. Noda, didn't seem to be able to propose any concrete and effective economic policy to get the economy recovered.  
 
Monetary Expansion: Inflation Targeting
Before the General Election, then the President of the LDP (Liberal Democratic Party: a relatively conservative party in Japan, but not like the Republicans in the US), Shinzo Abe, expressed his new idea on the economic policy to cure the ailing Japanese economy, aiming for the return to power. The press took it up as an intriguing topic, which led yen to depreciate and the Nikkei Average (the stock prices) to appreciate. The idea is inflation targeting. It sounded new to many Japanese.

Stagnating economy has already been a synonym for now the Japanese economy: decreasing prices and lower employment and production.

Lower prices might sound good for us consumers, but it also means decreasing payroll for us workers; We like lower prices but don't like lower pay.

Inflation targeting is thought to be one of the key solutions to such a deflationary stagnation. Here I try describing what it is like.

Banks Create Money
Where does money come from? Money comes from two kinds of banks: (1)commercial banks, (2)central banks.

Central banks were born only less than 100 hundred years ago mainly in developed countries. The role of them is to print paper money and pour it out to commercial banks, through the operations, or by buying and selling the government bonds. Commercial banks pour out money to firms and households by lending it to and borrowing it from them.

Banks create money and increase or decrease it in the economy as a whole. If banks increase money, then the prices go up because the people now have more money to spend and the goods sold in the economy get fewer: More money chases fewer goods in the economy.

Higher prices lead the producers to increase more goods because they find it profitable to sell more. And thus they hire more workers. To lure more workers they need to provide them with higher wages, and higher wages lead the workers to spend more and more. However, in the longer run, the producers cannot produce more than how much they used to produce, only the prices go up.

Abe's Illusion?
The above is called the"transmission mechanism" in the economy. It came originally from the Quantity Equation that the 18-century British economist, David Hume introduced, with which now most economists in the world agree.

Imagining that money flows through every household and firm and that the economy will get well, he proudly promised that he would ask the central bank (BOJ: Bank of Japan) to keep increasing money until the level of inflation,the growth of the prices, reaches 2%. By setting up such a target central banks conduct monetary policy. This is called the "inflation targeting".

This policy has already been conducted by the New Zealand central bank to stop the inflation. Since then many central bankers and economists have been discussing it. Some prominent economists say, no central bank took up the inflation targeting to deal with the deflation and they fear the risk of the inflation targeting and there are still a lot of pros and cons.

Mr. Abe might have had some suggestion from those who know more about economic policy and he tried announcing this policy. At first he said in public that he would try to target 4% of inflation, and later withdrew it. 

Though he doesn't seem to be familiar with economic policy, those engaged in the marketplaces reacted to his announcement, and as a result yen depreciated and the stock values appreciated. It was before the General Election that Mr. Abe made this announcement, and it might have led many voters to hope that he should be better as the new PM and to vote for LDP after all.

However, only the monetary expansion cannot increase the aggregate demand and boost the economy.  Another policy that stimulates the demand should be needed, which is called fiscal policy.  

Public Spending: For Another Pork Barrel 
Mr. Abe tried to spend more on social infrastructure and to strengthen the land of Japan as a whole. The eastern and northern part of Japan that was hit by the Great Earthquake in March 2011 has not still recovered at all and the victims have been still forced to live at temporary houses whose walls are so thin that they feel chilly in winter.

The recovery should be quick as soon as possible. Mr. Abe should tackle this task first of all, proposing the 10 billion supplementary budget to build new houses and roads and to create the new local jobs in the area, where the local general contractors are now hoping that they will receive a lot of orders.

Nevertheless, some people get afraid that this large public spending will be for the sake of the vote to LDP not of something necessary to build and create. This is to a point because LDP has been very good at scattering a lot of money in the name of the public works to collect the local votes for LDP, and this is the source of the power that LDP has had as a ruling party since 1955. It is now being criticized as a revival of the old politics that many Japanese have ever been tired of.

Public spending should not be cut off, and is certainly necessary for the victims and the economy as a whole to get recovered. Many people cannot rely any more on Mr Noda who seemed so irresponsible for taking the challenges. They are obliged to expect Mr. Abe to do it instead of him even though they fear that the tax revenue will be spent on unnecessary buildings.

Can't Avoid Increasing Taxes
The 20-century great British economist, John Maynard Keynes said, "people are dead in the long run".  Economists usually focus on the longer-run issues than the laymen such as the effects of fiscal deficit and debt and the welfare spending for the elderly.

More than 1/4 of the Japanese are now above 65 and less that 3/4 should support their livings by paying higher taxes and the insurance premium. Every developed country has now the similar problem, and we now face the situation where we cannot say any more that longevity is a very good aim in life.

One of the reasons the Japanese economy is stagnant is that there are more aged and less young working people in the society: the aged retire jobs and spend less and save more for their living, whereas less young people work full-time and well-paid, being single and having no child. As a result, more of the spending as a whole would decrease.

For the above reason the Japanese economy has been shrinking for almost 20 years, and we can say that the deflationary stagnation is rather a structural problem than a demand-side one. In this point Mr. Abe may be unable to get the economy recovered well only by stimulating the demand. He should also plan a structural reform to build a new country suitable for the above new situation.

On Consumption Tax
Ex-PM, Mr. Noda decided to increase the consumption tax by 5% in 2015 and accepted severe criticism because it wasn't written in his pledge.

In Japan, for more than 30 years the reform of the tax system has been conducted. The tax system is originally from what the US proposed after WW2, what is called Shoup taxation, and depends more heavily on the direct taxes like corporate and payroll tax.

The aim of the reform is to correspond to the coming aging society. The reform has progressed by changing the taxation into that depending more on the indirect taxes like alcohol, cigarette and consumption tax, which are relatively independent of the economic fluctuation and the stable revenue can be expected from now on.

Mr. Noda tried to raise the consumption tax to make up for the loss of the revenue for the welfare spending rather than the budget deficit. However, the budget deficit cannot be ignored too because it should be covered by the tax that we and our children pay in the future. The deficit will become the debt of the government and the debt will accumulate. Repaying it someday in the near future cannot be avoided and reducing the deficit and debt is of high priority.

Tax Increase Is A Hard Choice
Mr. Abe should increase public spending to create new jobs, while increasing the consumption tax. But he announced that he would never increase the tax unless the economy recovers.

This announcement has some dilemma: if the people expect for raising tax they get ready for it by saving more and spending less, and thus the economy doesn't get recovered. In Japan the benefit was tried twice, given to the family who has children, but the spending didn't increase because, the research says, they saved half of the benefit. They seemed to expect the forthcoming tax hike.

Thought tax hike in the future is more likely to reduce the present spending, Mr. Abe and the Japanese as well should know that postponing the timing of raising the tax is not a right choice. Mr. Abe needs to get ready for accepting harsh criticism for raising the consumption tax as did Mr Noda.    

Spending Cut Is Also A Hard Choice
Tax increase is not popular among voters whether in the US or in Japan. Here in Japan the successive PMs tried to reform the government spending. They cannot raise tax, and how about cutting the spending? But it is also very difficult to do. 

Certainly, cutting the government spending, as Alesina of Harvard University goes, is better at stabilizing the economy as a whole than increasing taxes.

Politics is full of bitter choices rather than full of sweet cakes: If they cut off the government employees' pay, the other people should be happy with it because they don't need high tax. Politics is such a kind of a cake-cutting problem: If your piece of cake is larger, I get angry!

It seems to me that Mr Abe is just only thinking of how to win the Election for the Upper House next year: Voters usually dislike high tax and his followers dislike spending cut. A good politician sometimes need to play a role to be hated and it is the problem whether he can do it.  

Mr Abe should spend more on something effective enough to stimulate the economy and increase the tax at the same time. Increasing the tax and the same amount of spending, theoretically, creates the same amount of the income we gain(*): If the government collects 1 billion yen and spends it on the public works, then it can create new jobs that are worth just the 1 billion yen.

This elementary accounting doesn't seem to make us fear too much the risk of increasing the tax. But in the point of creating new jobs, it should be worth considering.  I hope that Mr Abe will announce when to increase the tax and where to spend it on, and that he will show the plan to cover the expenses necessary for us in the near future.        

(*) The effect of the consumption tax depends on the (Marshallian) demand function, but it is homogeneous of degree 0, which means rather NO CHANGE than decrease in the demand when the tax is higher. However, raising it will decrease the welfare of the people.

新政権に期待する経済政策

12月16日の衆議院総選挙が近い。どのような経済政策が望ましいのか。


政策にはコストが伴う
忘れてはならないのは、「万人を幸せにする経済政策はない」ということである。「フリーランチは存在しない」という格言があるが、「政策には必ずコストが伴う」ことを認識せねばならない。

たとえば、失業者への失業手当。

失業手当を増やせば、失業保険の財政を圧迫する。保険が破たんしたときは国庫(税金)の投入が必要だ。その税金は勤労者の負担によりまかなわれ、結局多くの勤労者の労力と時間(=勤労報酬)により、失業者を手当てすることになる。

政策には「トレードオフ(こちらをたてれば、あちらがたたず)」が必ず伴うのである。


日本経済の現状:デフレ経済
さて、簡単に日本経済の現状を振り返ろう。以下、内閣府の資料。

経済成長率は、実質:0.3%、名目:-1.4%

この数字の意味について、実質とは、日本で生産したモノの数が去年に比べて0.3%しか増えていない、ということ。一方、名目とは、生産したモノを金額で表したもので、それは-1.4%。つまりモノの値段が去年に比べて1.4%下がっているという意味である。

また、GDPの水準は、実質:513兆円、名目:473兆円

これは、実質では生産したモノが513兆円の価値があるけど、今年の価格で見ると(名目)、473兆円しかない。つまり、約40兆円だけ物価が下がった、という意味である。

40兆円。 これはほぼ日本政府の国家予算の半分に匹敵する。

もし、この物価下落(デフレ)を止めれば、40兆円の税収を回復することができる。

今の日本経済において、行政サービスを維持するためにもデフレ対策は必須なのだ。 さて、このデフレを克服する手段には伝統的に2つある。


金融緩和策
インフレターゲットの設定を日本銀行(日銀)に進言するという話がある。インフレターゲットとは、たとえば年率2%というインフレ率(物価上昇率)の目標を設け、2%になるまで日銀がお金を市場にばらまく政策のことである。

もともとはインフレを止めるためにニュージーランド中央銀行が世界で最初に導入したのが始まりで、「デフレ(物価の下落)」を止めるために採用されたことは世界ではない。

さて、この政策は功を奏するか?

答えは、NO。または、YESである。

功を奏するには条件がある。それは「一般の人々が来年物価が上がるという期待を持つ」ということ。「期待形成」とも言われるが、これが必須である。

そもそも、物価とは、世の中で販売されるあらゆる商品・モノの量と出回っているお金の量とのバランスで決まっている。これは18世紀以来の考え方である(貨幣数量説という)。デフレとは、

モノの量>お金の量・・・・・(1)

の状態のことである。このとき、なぜモノの量が多いのか?

それは、人々があまりモノを買わないから。モノを買わないからお金の出回る量が減少し、モノの販売量がダブつくことになる。気を付けたいのは、上記(1)式は、デフレの原因でも結果でもあるということ。

では、デフレの原因は? おそらく現代経済学の解答は、人々の「期待」にあるといっていい。


期待の形成
人々が物価が下がるのを期待すると、本当に物価が来年下がってしまう。これを自己実現というが、その理由は、値段が下がるのをひたすら待つ人々の購買活動にある。 閉店前のスーパーで値段が下がるのを店内で待つ人々を見かけるが、彼らが店内の割引を促しているともいえる。

では、デフレを止めるためには、「一般の人々が来年物価が上がるという期待を持つ」ことが必要条件なら、どうすればその「期待」を形成することができるのか。これが難しい。

(1)式より、お金の量を増やせばよいのでは、という人もいよう。しかし、世の中のお金の量を増やすには、お金が「人手」に渡らねばならない。いつまでもポケットにお金が入っていても、世の中のお金は増えない。(その意味で、定額給付金政策は全く効果がない。)

物価を上げるには、(1)式より、
①世の中で販売される商品の品数を抑える
②人々に購買活動を促す施策を施す

①の策は現実的ではない。②の策は考慮に値する。そこで登場するのが財政の出動である。


財政出動
(1)式より、市場で販売されるモノを、人々から徴収した税金で政府が購入する。

これが20世紀に入って英国の経済学者ケインズが考えた妙案である。

政府がモノを購入すれば、モノの生産が増え、雇用が生まれる。雇用が生まれれば、所得が生まれ、人々の購買力が上昇する。いわば、財政出動は「呼び水」となる。

この意味では、政府が税金を上げるという施策は、政府がその財源で購入を増やすので、景気を冷え込ませるよりも景気を安定化させる効果がある。多くの人はこの点を無視している。

しかしながら、財政出動を税収ではなく、日銀による国債(政府の借金)の買い上げ(日銀の引き受け)により賄って、物価を引き上げるという話がある。これはどういうことなのか。


無税国家の誕生
日銀が政府が新規に発行した国債を政府から直接買い上げるのは、日銀法・財政法で禁止されている。その理由は「無税国家」が誕生するからである。

誰だって税金は払いたくない。政府は日銀に国債を買ってもらうことで財源を調達できれば、「徴税」の手間が省ける。このお金で政府がモノを買えば、世の中にお金があふれ、そのお金で人々も購買活動を活発化させる。これは世の中に「モノ不足」をもたらし、貨幣を「紙切れ」にしてしまう。すなわち、

が実現してしまう。ここでモノがなくなるのは、人々の勤労意欲も低下することに起因する。税金のない皆平等な社会主義国家では、 実際これが起こった。

このような事態を防ぐために、法律で日銀による既発国債の購入は原則国債市場で行う(市中消化の原則)ことが義務付けられている。これは無税国家の誕生を防ぎ、お金の価値も担保している。


デフレの克服は可能か
しかしながら、デフレを克服するには(2)式の条件が成り立つことが必要だ。政府が財政出動を税収ではなく、日銀による国債(政府の借金)を買い上げることにより賄うことで、政府によるモノの購入を増やし、人々の購買を促す。よって、物価上昇の機運を上げ、人々にさらなる購買意欲を喚起し、モノの生産が増え、雇用が生まれ、所得が生まれ、人々の購買力がさらに上昇する。よって、デフレを脱却できる。これはかの昭和恐慌を克服した方法でもある。

ただ、このような日銀引受による財政出動は実際にはできない。ならば、人々の「物価上昇への期待」を生むような別の政策が必要である。

ポイントはコミットメント
このような期待を生むには、非常に強力な政府による「コミットメント」、すなわち、政府が約束通りに金融の緩和、財政の出動をしなければ、責任者を「絞首刑に処す」ぐらいの「自己強制力」が必要である。

ある政権が「定額給付金を配りますよ」と言っておきながら配らなかったら、例え次回にちゃんと配られても、「また配られなくなる」ことを期待し、その時に備え、貯蓄を増やすことになる。結果、思うように消費は増えない。

定額給付金を配ると言って配らなかった時は、その責任者を「絞首刑」にすることが多くの人に知られていれば、つまり「コミットメント」がしっかりされれば、人々にとって定額給付金が配られることが期待でき、貯蓄を増やす必要がなくなる。ここがポイントだ。これぐらいのコミットメントができなければ、人々の期待を変化させ、デフレを克服することは全く望めない。


財政出動にはコストと覚悟が伴う
最後に、やはり政府与党、または野党も国民有権者に事実を伝えなくてはならない。国債の発行は政府の借金、つまり将来の税金であるということ。政府は国債保有者から借りたお金を税金で返さなければならない(国債の償還)。国債の償還は「将来の課税」により行われる。

景気を拡大することは、将来の所得(の割引価値)を犠牲にすることでもある。この不都合な事実を伝えることも政府の重要な仕事の一つである。

デフレの克服は急務ではある。が、デフレを絶対克服するという「覚悟」と克服するための「コスト(将来の税金)」が同時に伴うことを、各候補者が有権者にしっかり伝えているかを見極めなくてはならない。有権者にとって甘い公約ほど高くつく公約はないのである。
