浪速円の導入を!最適通貨圏論から

「最適通貨圏」の問題は私の主要な関心である。大阪の経済的復興には、従来の円を放棄し、「浪速円」を導入することが、その有力な政策手法として考えられよう。

以下、この資料から最適通貨圏の簡単なまとめと、大阪府が円を放棄することが本当に可能なのかどうか、太郎の考えを述べてみたい。

※ 以下は、元阪大教授の今井豊先生の講演「アジアの共通通貨は幻想か?」からの引用ですが、本文中における誤り、誤解はすべて筆者である私に属します。
最適通貨圏とは、「自らの通貨と自らの金融政策を持つことが経済的に見て適切である地域」と定義できる。経済的に望ましい、という意味を理解するために、通貨を自前で持つの「コスト」と「便益」を考えてみることが必要である。

例えば、大阪府が「浪速円」を発行するとする。

大阪府にとっては、お金を製造しそれを管理するコストがかかる。お金とは「発行するほうの借金」、すなわち債務であり、借りていながら金利を払わない、経済学でいう「セニョレージ効果」(通貨発行益)で大阪府は利益を得る。

一方、大阪府民にとってのコスト(「浪速円」のユーザーにとってのコスト)は、
(1)「逆セニョレージ効果」による貸し損
(2)近隣県で使えない不便さ
(3)東京で使われる円と両替する時にかかる為替のリスク

がある。一方で大阪府民の便益は、独自の金融政策、すなわち浪速円の供給量を調節することによって景気安定化を図れることである。景気が悪くなれば、浪速円を多く発行すればよいのである。(その結果、対東京円の交換レートは下落するので、大阪府内の生産物の価格競争力が増す。) 加えて、非経済的な便益として、自前の通貨を持つ誇りがある。

ここで重要なのが、

大阪府全体にとっては、「セニョレージ効果」は帳消しになることだ。

製造・管理コストは比較的小さいから、自前の通貨を持つ場合、大阪が小さいほど、あるいは大阪の開放度が高ければ高いほど、国際的な取引量は増えるので不便性が高くなる。

反対に、大阪に特有な経済的なショック(例えば、毎年大きな台風に見舞われる、良好な気候により農作物の産出量が近隣に比べて多い、特別な鉱物、資源が産出されるなど)が大きいほど、メリットは大きい。景気が東京と同じように変動するなら、独自に金融政策を行う必要がないので、大阪のメリットは小さくなる。だが逆に、東京と景気変動が違えば、すなわち非対称的であるなら、独自の金融政策による景気安定化策は大阪にメリットがある。

以上をまとめると、最適通貨圏の判定基準は、

①もの・サービスの貿易の開放度
②景気変動の同時性
③景気変動が同時的でない場合は、
③-(1)資本や労働の移動性
(例えば大阪で仕事がなければ、隣へ行って仕事を見つけるなど)
③-(2)賃金、物価の柔軟性
(実質的な通貨交換レートは変わるので、それで調整もできる)
③-(3)中央政府を通じて、景気のよいところからお金が流れてくるような財政調整の仕組みの有無

である。

この点に関連して、私は最適通貨圏の二つの基準、開放度と景気の同時性、がそれぞれ独立ではないことを示した実証研究Frankel/Rose(1998)※をあげたい。

理論的には、特定の産業に特化するような形で経済関係が深まると、その産業に独自のショックが非対称的に働く為、経済の相互関係が深まったとしても、景気の同時性が高まるとはいえない。実証研究の結果、貿易関係の深化は景気変動の同時化をもたらすことが判明した。

この研究は政策的示唆に富み、最適通貨圏の基準は、現在の開放度や景気変動の動きで判断すべきではなく、新しい通貨を導入した後どうなるのかで判断すべきとなる。論文のタイトルである「内生性」とはそういう意味である。

この研究から類推すると、東京との交易があまり活発でないと、大阪と東京の景気の同時性は得られず、同じ通貨を持つことの便益、メリットは小さいことも考えられる。

本気で大阪に「浪速円」を導入するには、まずは具体的な実証研究が必要になる。(1)景気の同時性、(2)大阪独自の経済的ショックの特定化、(3)東京などの他外部との交易の多寡、などの実証的判定、または、公的制度的な土台(例えば、どの公的機関が「浪速円」を発行するのかなど)を構築する必要もあるだろう。日銀大阪支店が「浪速円」を発行するという手があるが、日本銀行はそんなまねは絶対にしないだろう。

私は一度試験的に一部地区(例えば、大阪市内全域)で「浪速円」を大阪府が発行してみてもよいのではないかと考えている。が、大阪府民はそんな信用のない通貨を取引で使うかどうかが心配になる。

大阪府知事選について(太郎の見方)

大阪はやはり深刻
まず、大阪について、2つの指標を見比べたい。

(1)失業率について
全体の完全失業率を観察すると、全国平均よりも高いことがわかる。さらに年齢別で完全失業率の推移を見ると、15-24歳の平均値が9.8で最も高く、続く24-34歳の平均値が6.7で高い。また中高年層(55-64歳)の平均値も5.8と高さが目立つ。若年層と中高年層の失業率が高いのは大阪府に限ったことではないが、全体の失業率を大きく押し上げている要因としては見逃せまい。

私が特に注目したいのは、「従業者規模/産業別雇用者」という資料である。従業者規模の総数で見ると大阪は30-499人が平均的に多く、大阪が中小企業の街であることがよくわかる。そして産業別に見ると、平均値で 卸売・小売業711で最も多く、製造業688、医療福祉340、と続いている。雇用者で見ると卸売小売が多いのがうかがえよう。なおサービス業という項目が大きいが、これはこれらの分類に属さない残差であるので、ここでは考えないでおこう。また、産業別の雇用者の伸び率をみると、製造、卸小売の伸びは下がっている。

こんどは、この従業者/雇用者数を裏付ける指標である府内総生産を見ると、卸売小売ならびに製造業が全体的に総額は大きいが、伸び率は横ばいか若干伸びているだけである。また、府民所得の分配という指標もあわせてみると、お父さんお母さんの雇用者報酬が減少しているのに対して、企業所得が大きく伸びている。企業所得とは内部留保やその他配当などに回される利潤というものに該当する。現に配当が増えていることもこの資料でわかる。この原因はよくわからないが、以上をまとめると、

完全失業率は全国平均で見て高く、卸小売、製造が就業者総数で見て大きい。また、卸小売、製造の所得の伸び、雇用者数の伸びで見て大きな伸びを示していない。さらに全体の雇用者報酬は下がり、消費支出も大阪市の資料で見ると、全国を総額で下回り、その伸びは軒並み下がっている。要は、「景気がようない」ということである。

(2)府財政について

この資料によると、「府税の大きな部分を占めてきた法人2税(法人住民税、法人事業税)が、ピーク時の89年度に対して98年度には半減(約4000億円の減)するなど激しく落ち込ん」でいる、と分析がなされている。府税総額に占める割合も6割から4割弱へと小さくなっている。

また公債費、借金の伸びが大きく、「地方債残高の内訳を見れば、単独事業の財源となる一般単独事業債が、法人2税の落ち込みに対する減収補てん債とともに、この急増に大きく貢献していることがわかる」としている。

結論は、この資料に異論はない。つまり、「府税収入が減少し経常収支が悪化しているにもかかわらず、政府の「景気対策」への追随と関西財界の期待にこたえて、起債と基金取崩しによる普通建設事業を強引に進めてきたことが、今日の府財政危機の最大の原因である」。


産経新聞の社説のとおり、喫緊の課題は「財政再建」である。平成10年度から9年連続で実質収支の赤字が続き、府債残高は約4兆3000億円にのぼる。

また、「大阪府の経済」は好転せず、完全失業率は全国3位で、生活保護世帯数の増加もとまらない。

究極の選択は通貨変更
この話はあまり現実的ではないが、私が常々考えるのは、大阪経済を復興させる究極の政策選択は「円の放棄」であると考えている。「大阪独立」とまではいかなくても、現に大阪と東京の経済規模は3倍を超えている。日本列島にある別の国々だと考えて間違いないだろう。

円を放棄して、「大阪通貨」を独自に発行することが大阪の経済を立て直す政策として考慮に入れるべきである。これは、理屈は簡単だ。大阪に流通する通貨価値を東京で流通するそれよりも減価させ、あたかも中国と日本との間の国際貿易のような形にもっていくことである。ただ、大阪通貨の大きな減価は大阪府内にある資産価値の大幅な減価を招く負の作用ももちろんあり、大阪府内において債権者から債務者への大幅な所得分配が起こる。これが、大きな信用不安を生む可能性は大である。(90年代に通貨価値を減じたアルゼンチンの事例を思い出せ。)

それにしても、大阪府内で生産される財/サービスの価格が東京のものよりも安くなり、大阪に移住する人、企業が増えることが、大阪の活性化につながることが予想されよう。また、大阪の国際競争力も増そう。これが、世界各国からの人企業を呼び寄せることも考えられる。人、企業が増えることで、府内の所得が伸び、税収が伸び、大阪の負債の減じよう。その後大きな社会資本(学校、病院、道路など)整備の需要が起こり、さらなる社会資本の拡充が総需要を拡充させ、またプラスの外部効果を持って人、企業を呼び寄せよう。短期的に見て信用不安を招く危険な政策であるものの、長期的に見て大阪の経済活性化に大きく貢献しよう。

私は本気でこの政策をしてほしいと考えているが、橋下新知事はそんなことはしないだろう。

 故横山ノック知事や西川きよし参院議員など、大阪からはタレント政治家が生まれている。権威を信用せず、芸能人への親しみが強い土壌が、タレント候補に有利に働くことを改めて裏付けた。
 大阪府は財政再建団体転落の瀬戸際にあり、関西経済の地盤沈下も進む。毎日新聞の世論調査でも、最優先で取り組んでほしい政策として、景気対策、財政再建が挙がった。
 橋下氏は知名度抜群で、「子どもが笑う、大人も笑う大阪に」をキャッチフレーズに、駅前・駅中の保育施設整備、公立小学校校庭の芝生化といった身近なテーマを重点的に訴えた。
 だが、財政問題については「全事業をゼロから徹底的に見直す」と述べるにとどまった。正面からの政策論争ではなく、イメージ戦に終始した印象が強い。
 今後、財政再建や経済振興の具体的なプランを速やかに府民に示すことが不可欠である。
 自民党本部は橋下氏の推薦を見送ったが、幹部が大阪入りして経済団体に支持を求めるなど、懸命に支援した。自公は昨年11月の大阪市長選で敗れており、大阪で連敗となると当面の国政にも影響が出るのは必至だったからだ。
 橋下氏も自公の組織票を必要とし、支援を仰いだ。だが、橋下氏の人気が無党派票を取り込んだことが最大の勝因であり、自公の与党体制が信任されたわけではない。一方で、小沢一郎代表が国会を途中退席して応援に駆け付けた民主党は「ガソリン国会」の出はなをくじかれた形だ。
 90年代から、全国で新しいタイプの知事が次々と誕生している。まず、政党に頼らない無党派の改革派知事が現れ、地方分権論議をリードしてきた。民間出身で、やりたいことをはっきり主張して当選した知事も注目を集めている。
 滋賀県の嘉田由紀子知事は環境保護に力を入れ、新幹線新駅の建設を中止させた。宮崎県の東国原英夫知事は「宮崎のセールスマン」を自称し、観光客を増やして地元の活性化に貢献している。
 橋下氏も官僚出身ではない点は共通しているが、知事になって、一体何をやりたいのか。選挙戦を通して一番肝心なそこが明確に伝わらなかった。
 タレント時代には、核武装を主張したり、山口県光市の母子殺害事件で被告弁護団の懲戒請求を呼び掛けるなどの過激な発言が批判を浴びた。それを指摘されて「あれは話芸」と弁明したことも記憶に新しい。
 テレビ番組受けする発言で耳目を引くやり方は、知事としては通用しない。タレントではなく、どんな知事を目指すのか、直ちにその行動が問われることを肝に銘じなければならない。

33年ぶりに与野党第1党が対決した大阪府知事選で、自民、公明両党が推すタレント弁護士の橋下徹氏が初当選した。
 衆参ねじれのもと、苦しい政治運営を迫られる福田首相や与党は、一息ついたことだろう。
 新知事が取り組むべき最大の課題は、危機的な状況にある府財政の再建だ。
 1990年代初めのバブル崩壊以降、景気対策や関西空港関連の事業で府債が膨らむ一方、税収の柱である法人2税が大きく落ち込み、大阪府の財政状況は今や、全国最悪のレベルに陥っている。
 苦境脱却のため、大阪府は、横山ノック知事時代以降、後任の太田房江知事までの間に、職員を約3割削減するなどの行政改革に取り組んできた。それでもなお、年間予算規模を上回る約5兆円もの府債残高を抱えている。
 借金返済を先送りし、返済のための基金から一般会計に貸し出して、財政再建団体への転落を回避している状態だ。
 深刻な地方財政の改善へ、総務省は、赤字を穴埋めするための地方債発行を各自治体に認める方針だ。だが、それで大阪府の問題が解決するわけではない。
 新知事は、従来以上に歳出の刈り込みを進め、歳入増に取り組むしかない。出資法人の一層の整理、大阪市と重複する上水道などの事業統合といった思い切った策を講じる必要がある。自治体の財政再建の先例となる施策を期待したい。
 大阪府知事選で、与野党の第1党同士が争ったのは、1975年に、自民党と当時の社会党がそれぞれ別の候補を推して以来のことだ。
 3選出馬を断念した太田知事の過去2回の選挙は、自民、民主両党の相乗りだった。だが、民主党の小沢代表が、地方選挙でも、自民党との対決姿勢を打ち出し、「原則相乗り禁止」としたため、今回の与野党第1党対決となった。
 民主党は、推薦した元大学教授の熊谷貞俊氏を全面的に支援した。「ガソリン値下げ隊」の国会議員団も応援に送ったが、国政の課題をそのまま地方に持ち込んだことに、違和感を覚えた有権者も少なくなかったようだ。
 府知事選応援を優先して、新テロ対策特別措置法案を再可決した衆院本会議を欠席した小沢代表への批判も悪材料となったのではないか。
 有権者の関心は高く、投票率は49%と前回を8・5ポイント上回った。これが、タレントとしての知名度の高い橋下氏に有利に働いた面もあるだろう。
 橋下氏に行政の経験はなく、手腕は全く未知数だ。人気先行ではなく、しっかりした政策を実行してもらいたい。

 任期満了にともなう大阪府知事選は、タレントで弁護士の橋下徹氏が初当選をはたした。自民、公明両党は党本部としては橋下氏を推薦しなかったものの、民主党の推薦候補を破り、昨年11月の大阪市長選に続く連敗を回避したことの意味は小さくない。
 一方、民主党は党幹部が相次いで推薦候補の応援に入るなど真っ向勝負を仕掛けていただけに、手痛い敗戦となった。
小沢一郎代表は新テロ対策特別措置法の衆院本会議再議決を途中退席・棄権してまで駆けつけたほどだ。
 それだけに、今回の選挙結果は、予算関連法案などをめぐり、与野党が激しく対立している今後の国会攻防にも微妙な影響を与えそうである。

 昨年秋には全国学力テストの都道府県別平均正答率で、小、中学校とも全国で45番目となった。大阪の教育界にも衝撃が走り、選挙戦でも大きな争点となった。
 「元気がない大阪」は関西圏全体に沈滞ムードを波及させかねない。当選した橋下氏には地方のリーダーとしての期待もかかる。
 おりしも知事選中には、前三重県知事の
北川正恭氏や神奈川、京都、宮崎など地方の知事らが発起人となり、次期衆院選に向けた国民運動組織「せんたく」を発足させた。「脱中央集権、地方分権」が最大の実現目標だ。
 大阪府も堺市にシャープの大規模工場を誘致することに成功している。地方の努力と工夫によって税収の増加をはかることはできる。
 タレントとしての側面が強い橋下氏の政治手腕は未知数である。選挙戦では、子育て部門への集中投資を強調した。大阪の再生についても、思いきった対策や施策を期待したい。

社説2 新知事は府財政の再建を急げ(1/28 日本経済新聞)
 27日投開票の大阪府知事選で自民府連推薦、公明府本部支持の橋下徹氏が民主、社民、国民新党推薦の熊谷貞俊氏らを破り、初当選を果たした。府民は現職知事では最年少となる橋下氏の若さと行動力に今後4年間の府政を託した。 


現職の太田房江知事のように、大阪では共産党を除く与野党相乗り候補を軸とする知事選が多かった。今回はその構図が崩れたうえ、弁護士でタレントの橋下氏の出馬もあって府民の関心は高まり、投票率は過去最低だった前回を上回った。

大阪が抱える問題を巡り多角的な論戦が交わされた点は評価できるだろう。 主な争点は経済面の地盤沈下が続く大阪の再生策と府財政の再建問題だった。大阪は東京に次ぐ日本の拠点だが、国内総生産に占める大阪の比率は低下し、3位の愛知との差が年々縮まっている。人口では神奈川に抜かれて3位に転落し、1人当たり県民所得では7位に低下した。 しかし、大胆な再生策を打ち出そうにも、府財政は火の車だ。9年連続で赤字決算が続き、都道府県では唯一の赤字団体である。本来は一部返済すべき地方債を全額借り換えるという綱渡りの財政運営で、北海道夕張市と同様の再建団体への転落を回避しているありさまである。 バブル崩壊後の景気対策や関西国際空港関連の公共事業に伴う借金が重荷なうえ、他の都市部の府県と比べて各種団体や市町村などへの補助金や貸付金が多い。聖域を設けずに硬直的な歳出構造にメスを入れ、財政再建を断行することこそ、新知事が真っ先に取り組むべき課題だ。 

橋下氏は「中小企業のセールスマン」を自任し、子育て支援の充実などを公約の柱に据えている。その内容をみると市町村の権限に属するものが多い。大阪市などとの役割をうまく整理しないと、二重行政による新たな非効率を生みかねない。 今回の選挙は、小沢一郎代表がインド洋給油法を再可決した衆院本会議を途中退席してまで応援した民主党にとっては大きな痛手だろう。一方、与党側は橋下氏個人を前面に打ち出し、政党色を極力抑える選挙戦術が奏功した。昨年11月の大阪市長選に続く連敗を避けられ、福田政権は一息ついた格好だ。

Why Japan Poor?

Otake, professor of Osaka University, has a nice post in his blog, "Is Japan poorer?". He talked about this issue by raising the post of another guy, Iwamoto, professor of Tokyo University.

According to it, the per capita GDP of Japan goes down from 3rd to 18th in the world ranking. Is Japan really poorer? Iwamoto points out that it doesn't go so poorer in terms of PPP(Purchasing Power Parity): It has been just overevaluated with yen highly appreciated.

However, the per capita consumption of Japan has not ever reached the average level of per capita consumption of OECD countries. Otake said that it was so serious because Japanese people were enjoying the lower level of consumption than that of OECD countries.

Why is the consumption of Japan so low?
Japanese should enjoy more consumption, just like American people.

To tell the truth, such kind of question has been raised since Japan enjoyed the bubble economy in the late 1980s: Japanese just save the money they earned by trading the stocks, and they don't spend it.

This somewhat peculiar behavior should be an indirect cause of the burst of the bubble economy in Japan. And then we might say that people's desire for money is the main cause of the low consumption in Japan. Japanese should like enjoying more goods and services in order for the economy to enjoy booming up.

日本の一人あたりGDPは2000年の3位から18位に急激に下がった。本当にこれだけ急に日本は貧しくなったのだろうか。東京大学の岩本康志教授に よれば、購買力平価でみるとそれほど急激に下がっているわけではないと言う。むしろ、為替レートでかつて日本が過大評価されていただけだというのが真相ら しい。もっと深刻なのは、国民の本当の豊かさを表す購買力平価でみた日本の一人当たり消費が、一度もOECD平均を超えたことがないことだ。日本は今でも OECDの平均以下の生活水準だということを私たちは自覚すべきかもしれない。逆にいえば、もっと工夫をすれば私たちの消費水準を上げることができるとい うことだ。

Is that OK for the future of Japan? This is not the business of Japan, but many industrial countries must have the similar structure of the population.

Why do many countries have such shape of graph? Nobody knows the reasons.

More people do not want to enjoy a sex. Do you think so?

国民負担率

 財務省は23日、国民の税金と社会保障費の負担合計が国民所得に占める割合を示す「国民負担率」が08年度は40.1%となり、3年連続で過去最高を更新する見通しになったと発表した。対前年度増加は5年連続。景気回復で国民所得はわずかに増えるが、高齢化の進行により年金など社会保障負担が増えるため、国民負担率が上昇する。 

国民負担率のうち税負担率は25.1%、社会保障負担率は15.0%で、07年度に比べ社会保障負担がわずかに伸びる。08年度の国民所得は前年度比1.8%増の384兆4000億円となるが、社会保障負担はこの伸び率を上回るという。
国民負担率を国際比較すると、日本は米国(34.5%)より高いが、英国(48.3%)、ドイツ(51.7%)、フランス(62.2%)、スウェーデン(70.7%)など欧州諸国と比べると低い。

この負担増の指標の公表は、経済にとって決してよいニュースにはなりえないだろう。ますます国内の消費を冷え込ませる主因となるからだ。生産や所得の伸びが滞り、マクロ経済に不況の足が忍び寄る。

今日の日本のマクロ経済の状況は以前に比べてよくなったとはいうものの、実感として景気のよさを感じることは当分ないかもしれない。

Fat Sociable People and Lean Worrying People

Prof. Otake of Osaka University introduces an interesting topic:

Prof. Tsuji of Tohoku University says that sociable people and selfish people are more likely to be fat while worrywarts lean.

In Prof. Otake's conjecture, worrying could be closely related to human's behavior of risk aversion (the behavior that people are less willing to take risk). When we describe such human behavior, we usually assume that we have a concave utility function in economic theory.


Risk aversion determines people's way to consume and to work. However, we haven't known a lot yet about how it affects human behavior and economy.

As an interesting topic in this area, we can raise the issue of "hyperbolic discounting", which means a way of accounting in a model for the difference in the preferences an consumer has over consumption now versus consumption in the future.

It just looks like that today's Taro plays a kind of game with tomorrow's Taro.

Anyway, if the behavior of risk aversion tended to make people lean, the related researches would be great and possibly we could get something important to conduct any health public policy.

Well said, professor Ota!! (She used to be a professor of graduate school.)
I think that the Japanese people should have a sense of impending crisis. The Japanese people should know that they are not in the top-level economy. Certainly, GDP is not only the statistics that shows the performance of the economy as a whole, but is a very important and easy to watch the economy. Here's the world GDP.
The Japanese economy is now declining: The population is aging and decreasing, that is, there're more older people and less younger people living in Japan. Therefore, the government expense of the medical treatment for old people is going up and the medical insurance is also going up.
Moreover, the government budget deficit is growing larger. Then, tax should be raised later on and the pension that old people collect should be imposed on young people at higher amount, which should make young people consume less.
The result is very, very clear: The people working consume less to pay high tax, medical insurance and pension, thus the economy as a whole should be decreasing. The less people consume, the less firms invest, and the less people consume further; Japanese economy goes to the possible low-welfare equilibrium.
What should the Japanese people do? Sorry, I have no idea, but it would be better for Japan to accept many foreign companies and workers who want to do a business in Japan. And then, young population in Japan would be increasing and the consumption and investment would also be increasing. However, can Japan do that? I don't know.

大阪府知事選に見る「日本の政治」

私の出身地である大阪の知事選挙が近い。焦点はまさにタレント弁護士と財界の推す大学教授の動向であろう。しかしながら、その勝敗は、以下に述べる理由から決まったように考えられる。


現代政治は「政治ショー」
近年の日本の政治は、まさに「劇場型政治」の様相を呈している。かつて、作家の五木寛之氏がニュース報道のバラエティー化を指して「ニュースショー」と皮肉ったように、「政治ショー」と化しているのが今の日本の政治に見られる。

実はアメリカの政治もそのような一面を孕んでいる。たとえば、映画「プレデター」に出演していたスターの多くが、実際に政界に進出しているのはアメリカではよく知られているようである。Arnold Schwarzenegger氏はカリフォルニア州知事であるし、Jesse Ventura氏はミネソタ州知事として活躍していた。Sonny Landham氏はケンタッキー州知事選への出馬経験がある。

テレビ映画著名人が政界へ進出できるのは、映画テレビで培ったタレントイメージや知名度が大きく働いているように考えられる。

日本でも、アメリカと事情が違えど、その傾向が強く、たとえば95年の大阪府知事選でタレントで芸人の故横山ノック氏が当選し、東京都知事選には放送作家でタレントの故青島幸男氏が当選。近年では東京都知事の作家の石原慎太郎氏、宮崎県知事にタレントのそのまんま東氏が当選し、その公務に当たっている。中央政界でも、タレントの大橋巨泉氏、田嶋陽子氏が参議院議員をしていたし、現在でも弁護士でタレントの丸山和也氏、元テレビアナウンサーの丸川珠代氏が参議院議員をしている。

政治活動にはそれを支える資金も重要であるが、金では容易に買えない知名度、認知度が大きく幅を利かすことは言うまでもない。そしてさらに、テレビを中心とするマスメディア活動も著名人が出馬することについての話題性を掻き立て、それがさらに公衆の話題性へと幾何級数的に拡大することも大きな要因であろう。

まさに、政治ショーは、テレビなどの映像メディアが織り成す現代民主主義政治の大衆イリュージョンといえよう。

背景には政治への無関心とあきらめ
どうしてテレビ著名人が政界へ進出するのだろうか?何かを成し遂げたいと思うタレント自身の気概もさることながら、そのタレント性を買う政党、マスコミの商業主義的なゴシップ活動もタレント政治家を推す要因になっている。そして何よりも、国民の「誰を推してよいのかわからない」という政治活動や政治問題への無関心が大きく作用しているようにも考えられる。

また、大衆は付和雷同で常に情緒不安でありうるからこそ、話題性あるタイムリーなトピックにすぐさま反応するのである。メディアが一方的にタレント政治家を話題に取り上げると、すぐにそっちへ大衆の視線は向かう。そして、タレント議員がスキャンダルを起こせばすぐに大衆の敵になってしまう。

しかしながら、よくよく考えると、われわれの身の回りで解決してほしい喫急の政治的課題を挙げろといわれると返答に困るのが事実ではなかろうか。消費税率の引き上げや年金不安、格差社会といわれても、今の政治家にはどうせ何もできないという大衆の倦怠感に近い「あきらめ」も大きく作用しているように考えられる。大衆の無関心の裏側には、この大衆による「あきらめ」があって、その「あきらめ」を生み出す要素こそが、変わらぬ日常への「退屈」やある種の言葉にできない漠然とした現在の生活に対する「不満」なのかもしれない。

人は、大きな不満や退屈、鬱屈の中において大きな変革を求める傾向があることは直感的に理解できるところかもしれない。

しかしながら、物質的に恵まれた現代社会において、どういう変革により、どういうよりよい未来が切り開けるのかわからないというのも本音としてあるかもしれない。そして、実際に、そんなよりよい未来なんてあるのかと疑問を抱いているのが今の大衆心理の真相かもしれないのだ。この大衆の疑問こそが、大衆の「あきらめ」の実相なのではなかろうか。

あきらめが生み出す政治の行方
物質的に恵まれた現代社会において、多くの人々が自由な職業選択と人生設計ができるようになり、多様な価値観や考え方を持つ人々が生まれた。高度成長期の日本では、線形的な未来像、すなわちよりよい明日の生活が約束された時は、政治への関心もそこそこ高かったのかもしれないし、実際に生活の向上が「政治の力」として見えたのかもしれない。

だからこそ、当時の学生たちは社会主義運動をはじめとした政治活動に見せかけた学生運動に燃え、そして燃え尽きたのかもしれない。(我々の先輩の話のなかには、当時の学生運動は政治活動ではなかったと回顧する向きがある。)

政治は生活を変える原動力に思えた幸せな時代がとうに過ぎた今となっては、そんな無益な学生運動に燃えた世代の気持ちはこれっぽっちも理解されない。こうしたかつて見た政治への情念、思い、感情が実は幻想であったと気づき始めたころから、この大衆の「無関心」が生まれたといえようし、実際に豊かに見えた生活がただの泡(バブル)だと気づいた90年代前半のバブル崩壊以降と、政治の政治ショー化が進んだ時期とが見事に重なっているのも、これまでの文脈からして偶然ではあるまい。

我々20代の世代は、この無関心、無気力の只中にいて、ただただ無気力、無関心の只中を漂うしかないものかと途方にくれている実に刹那的で、滑稽な政治態度を表明しているように見える。一部はオウム真理教などの新興宗教へ逃げ隠れ、政治参加はおろか、働きもせずただただ引きこもるニート、ホリエモンに代表されるIT、金融ビジネス、人材派遣などの新興企業へ就職し、ただただ金儲けの職務に励む「ただの会社員」らに共通して言えることは、「今ここに生きることこそが現実であるという思い込み」に縛られた無気力と無関心が根底にあるのではなかろうか。

夢? そんなのあったっけ? 希望? 馬鹿な!とにかく会社へ行こう!仕事しよう! 将来?そんなのわからない? とにかくご飯を食べよう! そのために働く。それのどこがおかしい? あたりまえじゃん?!

まさにこんな精神世界である。ここに政治の入り込む余地はあろうか?ない!政治は無用の長物になってしまったのだ。そしてこれこそが、皮肉にも我々先人の見た、政治の力を借りずに自分たちの思いで生活が自由に設計できる、物質的貧しさから開放された「幸せな未来像」なのかもしれない。 

答えは見えた
大阪府知事はタレント弁護士に決まるだろう。

面白いじゃん。やらせてみたら? それが大きな理由となりうる。 

政治は、真摯で恵まれない人々の希望をかなえる公器ではない。大衆のちょっとした話題づくりを生み出すマスコミや、そのマスコミ活動の補完として君臨する大手広告代理店の欲深い商業主義の餌食になってしまったのではなかろうか。

21世紀の未来に、我々の生活をよりよいものにする政治は必要ないのかもしれない。何故なら、今の生活に十分満足しているからだ。John Kenneth Galbraithがかつていったように、我々は今まさにThe Culture of Contentment、「満足の文化」の只中にいるのだ。

満足の文化が生み出す政治において、強力なタレント性を秘めた指導者が好まれる。何故なら、大衆にとって今の満足という退屈をしのぐには十分だからだ。だからこそ、小泉純一郎が好まれたのではなかろうか。また、かつてのヒトラー、ムッソリーニーを生みだしたドイツ、イタリアの政治の背景にあった大衆心理もそのような、「満足という退屈」、「退屈のなかの漠たる不満」といったものであったのかもしれない。

つまり、大衆は常にとんでもない強力な指導者を生み出す主因ともなりかねない怖さを秘めていると言えよう。そしてこれこそが実は、隠された解決されるべき現代の発展した資本主義社会が抱える大きな政治課題のひとつなのではなかろうか?

Soap Land and Sex Culture

(This is a topic only for men, sorry. But if you are a woman and are interested in one of the Japanese cultures, I would be happy that you come and see it.)

A Chinese teacher who teaches here told me that Japan had a wide variety of culture of sex. I think that he is all right because Japan has the Soap Land (Sorry that this link can be only seen in Japanese, but you can think that many girls you can see in this site will serve you as your "sex partner" Of course, you have to pay for her before you do it). Please note that I didn't say that it is a house of prostitution for some reasons. See the following link for details.

A famous French movie star, Alain Delon, has been reported to like visiting the Soap Land. Sean Connery, a prominent movie star, also visited there.

Alain had a lot of time to enjoy there. The Soap Land is a kind of bathhouse where women serve men a comfortable and enjoyable sexual service. We call it "a special public bathhouse". In my conjecture, the place such as the Soap Land is only in Japan and so we can say that the Soap Land is one of the particular cultures of sex in Japan.

How do soap girls serve male customers their nice service there? First, as you may imagine from its name, they take a bath with men, wash men's body with soap, talking and chatting, and offer their special sexual service(Sorry that I can't tell you about that.).

It usually takes 70-90 minutes for men to have a whole (good) time there. The cost is between US$250-350 on average. Yoshiwara is the biggest place of the Soap Land in Japan. It is sited at Tokyo in Japan. It has many such bathhouses, which is really famous for the noted place of the Soap Land in Japan.

In my guess, it is much safer for men to have a very good time there because the cost is not expensive and there's much less risk of a sexually transmitted disease(STD). (The reason for much less risk of STD is that if one bathhouse spread such disease, it would go under since the market mechanism works well.)

Many American men must really like the Soap Land. It has a strong possibility to lure men's tourists from all over the world, especially American men. It would be a big-money business, but why is there no such Soap Land in the United States? Now I am thinking about the reason.

こちらで教えるある中国人教諭から「日本は豊かなセックス文化をもっている」と私に聞いてこられた。そして、私は「日本にはソープランドがあります」と答えた。すかさずその教諭は、「行ったことがあるのか?」と聞いてこられた。

さて、本日の風俗散歩氏のブログは「吉原」である。かの名優アランドロン(小生この人の映画を見たことがありません…)の風俗散歩も紹介されている。アランドロンが愛したという丸千代についても書かれている。(写真は丸千代らしき人物)

日本は非常に豊かなセックス文化を持っているというのは、どうもこちらの人からするとうらやましいようである。ソープランドの起こりはともかくも、日本固有の風俗文化であることは間違いない。

ソープランドは、価格もリーゾナブルで、感染症の心配もかなり少ない。(感染症を蔓延させる店はすぐにつぶれるという市場メカニズムが働くことからも明らかだ。)

しかし、なぜアメリカにはソープランドがないのかも気になるところである。アメリカ人はきっとソープランドが大好きに違いない。(私の予想)

Macroeconomics Without LM Curve

Charles I. Jones, a professor of UC-Berkeley, wrote a new macroeconomics textbook. I haven't read it yet, but what caught my eye in this contents is that it has no LM curve.

We usually use IS curve and LM curve when explaining the short-run equilibrium of the economy as a whole. LM curve stands for the equilibrium of money market, while IS curve expresses that of goods market in the economy as a whole.

I'm not sure how this text teaches the short-run equilibrium, but I hear that recent macroeconomics puts emphasis on the monetary policy rule(interest rate rule) made by the policymaker of central bank. In my conjecture, this text implies that the short-run equilibrium will be determined by such policy rule that the policymakers make.

Anyway, let me think about it for a while, and I found the related paper written by Charles's colleague, David H. Romer.

Example 1: Static Optimization(intratemporal optimization)

Let x be a good you can choose, and p and m be the price of the good and the income you have respectively. (In this case, it is assumed that the income is given from heaven. If you want to make m earned by working, you must include the "labor term" in this model. )

I also love the last one and it is generally called the "Bellman equation".

(I will try to talk later about the "recursive way" to solve the problem of the dynamic optimization.)

As you can see, the problem of intertemporal optimal choice is the extension of that of intratemporal optimal choice in that we have as many choices as we live longer in the problem of intertemporal choice.

In other words, in the problem of dynamic optimization we can see different goods as goods at different points of time we try to enjoy even if these goods are the same ones. If you want to learn about the basic optimization problem, please drop in at my previous post.

Taro On Dynamic Optimization

I said that my resolution of this year was to write as many topics related to my research field as possible.

My intellectual research is (1) the technique of dynamic optimization and (2) the search models applied in the field of macroeconomics. Of course, I will continue to report my everyday life in this blog, too.

If you have never heard of these above topics, please let me talk about my idea on dynamic optimization briefly (The search model will be raised as a topic later in this blog):

The technique of dynamic optimization is used to get the optimal choices in the problems of intertemporal choice. What is the optimal choice? What is the meaning of the term," intertemporal choice"?

Before talking about what it means, please allow me to talk about the problems of intratemporal choices. If you reflected on your everyday life, you could encounter many problems of intratemporal choice, say, how much beef and bread you should buy in the nearest store, how long you should work today at your office and enjoy your time with your girlfriend after your work, and how many times you should kiss her and....... (Some readers may say that the number of times you kiss her is not the problem of optimization, but I don't think so. Let me think a little: The more times you kiss her, the less happier you(and she) will be than the first time you kissed her. Considering that, there must be the unique point where your satisfaction from kiss is maximal as long as your utility is strictly concave.)


Anyway, these could be the problems of optimal choice at the same point in time, that is, the problems of optimal intratemporal choice. Note that these optimal choices should be made for you to get the maximum satisfaction from these choices. We call it the maximum utility in economics. In these cases, we face some contraints on time and money available to us. So, we usually seek for the optimal choices subject to money and time constraints we face.

However, these are not the problems of "dynamic" optimal choice(but they could be made such problems like the below examples). To put it another, these are not the problems of optimal choice at the different points in time. The problems of dynamic optimal choice are how we can get the optimal intertemporal choice.

The problems of dynamic optimization is not hard to imagine in our life. You could see many problems of that choice, say, how much money you should spend on today's and on tomorrow's meal, how long you should work at your office in your life and enjoy the time with your wife(or another woman?) after your retire, and how many children you should have and so on.

Anyway, these could be the important problems of optimal intertemporal choice at the different points in time. Note that these optimal choices should also be made for you to get the maximum satisfactions from these choices at different points in time. These cases are not the same as those raised before in terms of what point in time you make an optimal choice. Of course, we face some contraints on our lifespan and the income earned in our whole life. So, we usually seek for the optimal intertemporal choices by considering our lifetime and income constraints.

In sum, the problem of intertemporal optimal choice is the extension of that of intratemporal optimal choice. In the problem of dynamic optimization, we can see different goods as goods at different points of time we enjoy.

This year I am going to be a little busy studying economics and (it is a big job of every international student whose mother language isn't English to do) English.

My most challenging task of this year is to speak English well. If I can't improve my English well, next semester I won't be able to get a fellowship that supports me financially. I still have some difficulty in making myself understood in English: I am sometimes asked to say again what I said before. Also, I understand what some people say in English, but don't understand what other people say. So, I am a little nervous about that.

By the way, now is the winter break, so I have some time to revise my blog, but later on it will be changed less frequently than it was last year. However, I will try to revise it as frequently as possible.

The careful readers may notice that my recent blog has been unrelated to economics, but related to my everyday life in the United States. To tell the truth, I want to choose a topic of economics, especially, of macroeconomics and the technique of dynamic optimization used in macroeconomics, but I didn't do it well. So, I want to plan to write as many topics related to economics as I can. Please don't miss it!!
