Licensed Occupation

A teacher has taught junior high school for 15 years without teachers' license. He was fired and will be asked to refund his pay, but I wonder how many licensed teachers have taught well. Oh, I may be questioned if I see unlicensed doctors. Of course, I understand that unlicensed medical practice is against the law. No wonder license is necessary for some occupation, but it doesn't necessarily account for its quality.

ある教師は１５年間無免許で中学校で教えていた。彼は失職し、給与の返還要求がなされる見込みであるが、どれだけの免許保有教師がうまく教えているのかと思う。お前は無免許の医師のところへ行くのかなんて聞かれそうだ。もちろん、無免許の医療行為が違法であることは知っている。免許は特定の職業には必要なことは明らかだが、必ずしもその職業の質を保証するものではない。
